道歉、边缘化

这几个星期来,报章上重要的政治新闻里最常用和重要的字眼,莫过于《边缘化》和《道歉》。

在国外,教宗本笃16 世因在其学术演讲中引用了拜占庭皇帝与一个学者在对话里提到回教与暴力的例子,来论说“道理与信仰“(faith and reason),结果引起世界各地的回教徒群起抗议,使教宗被逼向回教徒社会道歉。

在国内,巫青团副团长凯里在吉打州日轮区团大会中,指华社往往乘巫统分裂时提出他们的诉求,接着又指槟州马来人被边缘化,引起国阵华基政党和华团纷纷出来指责他。

当大马因着华小和马来人被边缘化课题闹得热烘烘之际,邻国内阁资政李光耀在莱士论坛演讲时发表大马和印尼华人被有系统的边缘化的伟论,引起国阵内阁部长们群起炮轰,首相伯拉更特地致函李光耀表达他的不满。

面对大马国阵各族最高领导人的炮轰,以及大马华社基层对李光耀言论的认同,邻国这位政坛老将也很高明的致函回敬首相一番。他在信里先称赞伯拉是个尊重法律的人,接着向他解释说他发表那番言论时是针对西方的观众,他当时是要说明为何新加坡需要一个强势政府,以和把新加坡视为华人国家的邻国政府周旋。然后,他以附件里的多个例子来证明大马的巫统领袖在很多场合里公开警告大马的巫裔,指如果他们失去权力,那么他们像新加坡马来人那样被边缘化。最后他才对他的言论引起首相的极大不悦而感到抱歉。

李光耀的《致歉函》非常高明,他实际上并未对他的言论表示忏悔,相反的,他还倒回来指巫统的前首相和领袖之前多次在公开场合以相同的论调来指新加坡的马来人被边缘化。换句话说,巫统诸公和他都互相“干政“,大家《半斤八两》。

李光耀的道歉信公开后,首相和内阁“为了维持双边友好关系“而被逼接受李光耀的道歉,因为他们无法反驳李光耀信里的事实,越跟李光耀纠缠就越理亏。

教宗本笃16世因他的言论被媒体和回教徒社会曲解而向回教徒道歉,李光耀也为了他的言论令伯拉“极度不快“而道歉,但是巫青团那位伤害华社与友党感受的凯里却死都不认错。报道指出,他在国阵青年团会议里说,他可以像李光耀那样的道歉,但那绝对是不真诚的。

这三个引发争议的人物平息众怒的方式各不相同。教宗秉着宗教里的谦卑精神而向误解他言论的回教徒道歉,李光耀在致歉之馀还不忘讽刺巫统领袖一番,而凯里过去两个月来,在引起华社的公愤后,还一再发表马来人被边缘化的言论,最后更拒绝道歉。

这是宗教家、政治家与政客的不同。前两者有顾全大局和化解危机的智慧,后者则是像唯恐天下不乱的《搅屎棍》,最终肯定会在政治圈里被边缘化。

国会辩论教宗言论记

上星期,当媒体报道教宗本笃16世在德国的演讲引起世界各地回教徒的抗议之后,我已预料到国会肯定会有回教徒的议员提出辩论这课题的紧急动议,即使回教党的议员不提,巫统的议员也肯定会提出。

不出所料,回教党议员沙拉胡丁在本星期一便向议长提呈这课题的紧急动议,议长次日便批准下议院对这课题进行辩论。由于这课题属国际议题,所以由外交部回答或总结。外交部长赛哈密当时在纽约,副外长沙朗是来自沙拉越的天主教徒,为了避免在下议院里发表违背良心的话,因此他刻意避嫌,而把总结辩论这任务交给来自巫统的政务次长沙比里茨负责。

沙拉胡丁的动议的原文看来措辞谨慎,他说有鉴于教宗的演词经已引起世界各地的回教徒的不满,他担这会引发大马宗教社群之间,特别是回教徒和基督徒之间的矛盾,因此国会有必要辩论这课题。

在沙拉胡丁的紧急动议的演讲里,他说,回教徒尊敬耶稣这位先知,当年把耶稣钉死在十字架上的是犹太人,不是回教徒。因此,基督徒和回教徒其实应该联合起来共同对抗犹太人。此外,他也指美国总统布殊最近的声明,似乎要成为教宗的代言人。他呼吁教宗不要陷入美国所设的陷阱,而批准布殊逼害回教徒。他也质问美国是否要制造文明冲突,而把梵蒂冈拉来与回教徒为敌?

沙拉胡丁似乎忘了历史背景,在耶稣在世的时代,回教还没出现。此外,他把教宗在一个学术演讲里引用影射到回教圣战的例子,牵连到质疑美国是否要拉拢梵蒂冈来逼害回教徒?这种论述也实在令人‘佩服‘。

接着是公正党主席旺阿兹沙发言。我以为公正党拥有多元种族和宗教的党员,该党应该可呈现较中立和讲理的立场,但是很令人失望的,旺阿兹沙的演词依然是一面倒的谴责教宗,呼吁教宗收回他的言论,以免分裂回教徒和基督徒的关系。

轮到笔者发言时,我分析教宗9月12日在德国的里根斯本大学的学术演讲的真正讯息,是《理由在信仰里有很重要的角色,而神学在大学里也占有重要的角色》,教宗是因为在演词里举了一个拜占庭皇帝和波斯学者针对回教对话的例子,而引起争议。但是教宗已经澄清他在该演词的例子,并不代表他本人的立场,同时梵蒂冈和教宗本身都已对这事件分别致歉。梵蒂冈在其声明里,更特别阐明教会对回教徒的最崇高的敬意。但是很令人遗憾的是,国会在天主教会和教宗致歉两次后,还要辩论这个议题。

在笔者准备讲词前,几位朋友和党同志告诫我,要以中立和不情绪化的方式来演讲,我尽可能做到这点,但是要在一个回教徒议员占大多数的议会里为教宗作澄清和辩护,是非常困难的事。笔者在演讲时频被巫统的议员打岔,笔者言毕后,我便面对回教党和巫统的议员排山倒海般的反击。

令人惊讶的是,身为天主教徒的沙巴州伯鲁然区国会议员竟然起来抨击教宗,说教宗的言论引起回教徒和基督徒的愤怒,他呼吁教宗收回其言论。大概由于他是基督徒的关系,他的演讲得到好些巫统议员拍桌欢迎。唉,这是另一个没阅读过教宗原文的基督徒议员的声音。

在巫统议员们对教宗和笔者大肆批判时,我环顾下议院会议厅,许多国阵的基督徒议员都不见人影,我党内的非天主教徒的同僚都因事不关己而溜到议会厅外去。我恍悟到我在孤军作战。突然间,我感到一阵孤寂。

面对回教徒议员的连声无理谴责,我记取友人之前的劝告,尽量以理服人,避免在这事件与这些回教徒议员纠缠,以免被媒体歪曲我的言论。

紧急动议辩论完毕后,步出会议厅外,巫统的议员和部长还在揶揄笔者为教宗辩论,一些即使看来很理性的议员,也还在强烈的不认同我的演讲,他们还是坚持教宗不应该引用有关的例子,完全忽略那是一个学术演讲。在笔者撰写此文之际,回教党率领一群回教徒在甘榜巴鲁的回教堂针对教宗的演讲示威。

梵蒂冈和教宗经已相继道歉两次,咱们回教徒政治人物仍然不愿罢休。唉,只要涉及宗教,再理性的人也会变得难以理喻。这种‘政治资本‘落到玩弄权术的政治人物手里,则更将没完没了了!

Most coups are bad affairs, normally involving a military figure or faction seizing power. Then there are relatively benign ones, not simple power grabs but a forceful way to put things right in the country.

The latest one in Thailand on Tuesday night appears to fall into the latter category. It will, however, inevitably be condemned by most world leaders, particularly in the West, because it constitutes a military ousting of an elected government by non-constitutional means. They are almost duty-bound to make such statements.

It is normal after many coups for the military victor to proclaim that it will only be a short period of military rule before the return of civilian democracy. In most cases these prove to be empty words, but this is almost certainly not the case in Bangkok. The new controlling Democratic Reform Council, comprising powerful Army Commander Sonthi Boonyaratkalin, the two other service commanders and the police chief, have given similar assurances of a return to civilian rule, but somehow they ring true.

The coup was mainly to remove Prime Minister Thaksin Shinawatra and a government that he totally dominated. While popular at election time, mainly because of the large vote from the huge poor, rural area of northeast Thailand where his populist policies dazzled villagers, he was increasingly unpopular with a large segment of the urban population. The urban middle-class, most businessmen, academics and professionals, tend to be much more aware of what’s happening at the top than rural farmers, who have less access to newspapers and rely more on TV and radio, which in Thailand are totally under state control.

Thaksin’s critics, who gathered peaceful protest crowds of sometimes 100,000 earlier in the year calling for him to leave, accused him of abuse of power and allowing rampant official corruption. He eventually reacted by calling a general election on April 2, which he won because the opposition boycotted it. Thaksin said afterwards he wouldn’t be prime minister again, and indicated he would be leaving the scene soon. The poll was eventually annulled by judges and Thaksin has remained in power ever since as caretaker prime minister, with no real signs he would leave any time soon.

A new election was scheduled for November, but was massively wealthy Thaksin ever going to go, or at least allow an investigation of dubious business deals he was accused of? Among other things, his opponents accused him of dividing Thailand-between those for and against him-in an unprecedented way in a country normally remarkably united and stable. And this seemed to be becoming more pronounced the longer he stayed.

Soon after the coup, the new military leaders said they had taken over for four main reasons: there were unprecedented divisions in the country; widespread suspicion of abuse of power; and activities based on lese majeste, a curious law which makes insulting the monarchy a crime; and for leaders taking power for a period they promised would be temporary.

Although not named, these are all charges laid by the opposition at Thaksin’s door.Gen Sonthi is known as a professional soldier. He recently moved several of Thaksin’s defense academy preparatory school classmates-Thaksin was once a police colonel-from key commands in Bangkok and nearby. There has never been any hint he wanted power for himself, or anyone else. He and other similarly professional officers were known to be concerned about Thaksin’s meddling in the ranks to get his men to the top, particularly now, when a reshuffle of top commanders is due in October. Of more immediate concern to Sonthi apparently was the threat of violence at a massive anti-Thaksin rally planned to be held in Bangkok on Wednesday evening. A unit of well-armed forestry police from outside Bangkok was rumored to have been martialled by the government to be drafted into Bangkok to confront the rally.

Overall, it doesn’t look like Thailand is set to have another prolonged military regime, as in the old days. For a start, civilian Thaksin opponents, now happy he’s gone, would violently oppose it. So maybe this was one of the better coups.

Faith, Reason and the University Memories and Reflections
Your Eminences, Your Magnificences, Your Excellencies, Distinguished Ladies and Gentlemen,

It is a moving experience for me to be back again in the university and to be able once again to give a lecture at this podium. I think back to those years when, after a pleasant period at the Freisinger Hochschule, I began teaching at the University of Bonn.

That was in 1959, in the days of the old university made up of ordinary professors. The various chairs had neither assistants nor secretaries, but in recompense there was much direct contact with students and in particular among the professors themselves. We would meet before and after lessons in the rooms of the teaching staff. There was a lively exchange with historians, philosophers, philologists and, naturally, between the two theological faculties. Once a semester there was a dies academicus, when professors from every faculty appeared before the students of the entire university, making possible a genuine experience of universitas – something that you too, Magnificent Rector, just mentioned – the experience, in other words, of the fact that despite our specializations which at times make it difficult to communicate with each other, we made up a whole, working in everything on the basis of a single rationality with its various aspects and sharing responsibility for the right use of reason – this reality became a lived experience. The Pope’s Speech: Lending Islam A Helping Hand To Avoid A Downward Spiral

Muslim criticism against the Pope’s remarks is mounting, but no one has actually read the whole speech. Benedict XVI criticises violence and proposes a reasonable alternative that could lead to a new Golden Age.

Beirut (AsiaNews) – Negative reactions in the Arab and Muslim world to the remarks made by Benedict XVI at Regensburg University are exaggerated and misplaced. Protest marches are being organised everywhere in ways that bring to mind what happened in the wake of the publication of the blasphemous Muhammad cartoons. But one thing is clear. No one, and I mean NO ONE, has fully read what the Pope said.

与洪森会面记

自《声援缅甸的东盟国会议员核心委员会》(AIPMC) 成立两年以来,我们便陆续在东盟五个主要国家的国会成立声援缅甸民主化的核心委员会。AIPMC的每一个会议都邀请柬埔寨在野的沈良西党国会议员宋才出席,而我们经常都笑问宋才,何时才能在柬埔寨的国会成立一个由朝野政党议员组成声援缅甸民主化的核心委员会,宋才经常表示他只有把握取得在野党的议员参与,因为要洪森的党的柬埔寨人民党的议员支持是非常困难的事。

直至AIPMC两个月前在耶加达的会议里,宋才表现得非常积极。他说柬埔寨的总理洪森变得非常明理和民主,他支持在柬埔寨国会成立声援缅甸民主化的核心委员会,同时还愿意会见AIPMC的国会议员。

上个星期,柬埔寨国会的声援缅甸民主化的核心委员会终于成立。大概由于此举获得总理洪森的首肯,所有出席该推展典礼的AIPMC议员都在机场获得官方的接待,而其推展典礼也办得非常的壮观,获得该国众多议员的出席。

柬埔寨之行最令人印象深刻的,便是与柬埔寨总理洪森的会面。本来官方安排我们会面的时间只有40分钟,但是洪森与我们一见面,其话匝子便如水龙头开了锁般的涌流不止。我们听他畅谈缅甸与东盟的关系,以及他在柬埔寨的施政方针长达1小时20分钟后,他才给机会我们向他提问题。

针对缅甸这课题,洪森说柬埔寨本来非常坚持东盟的互不干预彼此内政的原则。在1997年当缅甸被接纳为东盟成员国后,缅甸便向东盟说该国正草拟国家宪法,以解决缅甸多年悬而未决的民主运作的机制问题。到了2003年,缅甸前总理钦纽改口提出《民主路线图》这说词。2004年,钦纽被缅甸军人政府开除与囚禁,该国新总理又重新在东盟的会议里提出《民主路线图》。东盟的领导们对缅甸这番说词经已感厌烦,而对缅甸的立场也开始改变了。

洪森说,后来他决定让柬埔寨国会辩论缅甸这课题,他也批准在该国国会成立声援缅甸民主化的核心委员会。他坦言,在柬埔寨政府采取这立场以后,将来他与缅甸政府的关系肯定不再那么亲密了,而他也不准备在东盟会议里为缅甸军人政府辩护了。

洪森接着畅谈他个人的政治斗争生涯。他说在他执政以前,柬埔寨政府禁止政党与非政府组织的成立,人民只能够在森林里进行政治斗争。在70年代,洪森18岁便进入森林开始其政治斗争。他说在他从森林出来后,他多年不见的亲生儿子对他感到非常陌生,称他为《叔叔》长达两年。

他说,当他在1985年掌权成为总理时,他才32岁。之后,他便设法开放整个国家。目前,柬埔寨有60个政党和大约1,500个非政府组织。他说,许多国家都禁止国人拥有双重国籍,但是柬埔寨却允许这现象的存在。其内阁成员和许多国会议员都拥有外国的国籍;此外,许多国家如日本和泰国都禁止皇室成员参政和参选,但是柬埔寨却允许皇室参政,因为他认为,如果人民要选他们,这是人民的自由。

他也说,在1997年,金边发生流血事件,当时红吉蔑部队还控制柬埔寨好些地方,而国内又面对金融危机,但是他毅然宣布该国在1998年7月举行大选。他说该国由皇室领导的民族团结阵线因为违法的在边界拥有军队,该党本来不能参选,但是为了团结国人,他还是批准该党参与当年的选举。

洪森说,让各政党参选将避免他们进入森林进行武装斗争,因为他们可以在国会发言,因此让政党参与选举是最佳的做法。他也说,在国会委员会方面,以往,他领导的柬埔寨人民党担任5个委员会的主席职,民族团结阵线则担任4个委员会的主席;现在,为了反映选举成绩,他让继续让柬埔寨人民党担任5个委员会的主席职,民族团结阵线担任2个主席职,而在野的沈良西党则担任另外2个委员会的主席职。

最后,洪森说了一句很令民主派分子颇感窝心的话。他说,“我非常感激在野党,因为他们可协助政府改善施政。身为总理,我不可能知道所有事情,因此我也多得在野党经常点醒我们。“

洪森是东盟国家里唯一接见AIPMC的最高政府领导。AIPMC的议员们原本对于洪森愿意会见我们,已颇感兴奋,会见洪森后听了他一番《开明》的言论,更令人对他印象改观,惊喜连连。

与洪森会面后,我们问一位柬埔寨在野党议员对洪森言论的观点,他微笑说,如果洪森能够实践他一半的言论,他已很满足了。

身为局外人,我们只能够心照的说:Oh, I see…………。

Datuk yang diPertua, banyak cadangan telah dibuat oleh Suruhanjaya DiRaja untuk menambahbaikan prestasi PDRM, termasuk memberi lebih peruntukan kepada PDRM dan menambah gaji dan elaun anggota polis kita. Saya merasa hairan kerajaan tidak mengambil cadangan yang penting ini dalam bajet 2007, apa yang naik hanyalah elaun gantian motosikal yang sedia ada untuk polis peronda daripada RM80 kepada RM120 sahaja.

Datuk yang diPertua, kadar jenayah di negara kita telahpun menaik dengan kadar yang mendadak dan kita memerlukan pasukan polis yang berkesan untuk melawan dan menawan penjenayah yang semakin dahsyat dan kejam. Saya merasa hairan bahawa kerajaan hanya memberi peruntukan untuk pemasangan CCTV di kawasan yang sering berlaku jenayah, menambah 2 ribu unit kereta peronda polis dan 3 ribu pemandu polis, tetapi bukan memberi lebih peruntukan untuk meningkatkan gaji dan elaun anggota polis kita (more…)

Suruhanjaya Pilihan Raya Haruslah Menjalankan Pembaharuan

Datuk yang diPertua, pihak Suruhanjaya Pilihan Raya (SPR) telah memanggil satu rundingan pelbagai pihak terhadap cadangan pindaan kepada saiz dan cara pemasangan bahan-bahan kempen pilihan raya. Saya merasa agak hairan bahawa mesyuarat dipanggil oleh SPR terhadap isu yang begitu remeh-temeh ini, tetapi bukan membincangkan isu tentang reformasi ataupun pembaharuan SPR yang lebih penting dan besar.

Datuk yang diPertua, kalau Islam Hadhari itu mewakili kejujuran and ketelusan, maka pilihan raya mestilah bebas, saksama, jujur dan telus. Tanpa kebebasan, kesaksamaan, kejujuran dan ketelusan, proses pilihanraya itu menjadi suatu formaliti yang tidak bermakna dan malah suatu penipuan (more…)

Budget Speech Part 3 —What is the Future of Proton Car?

Masa Depan Kereta Proton dan Penyelewengan Dalam Syarikat Proton

Ucapan bajet 2007 tidak menyentuh tentang perancangan kerajaan terhadap kereta Proton. Saya difahamkan bahawa terdapat 42,000 unit stok kereta Proton pada harga RM40,000 setiap unit setakat Jun 2006. Di antaranya 5,000 unit stok kereta Proton ini adalah dibuat pada tahun 2005. Kereta baru yang tidak jual dalam tempoh 3 bulan selepas ia dibuat akan menjadi rosak. Jumlah unit stok kereta yang tertinggal dan tidak dijual ini bernilai sebanyak RM1.68 billion.

Pada bulan September 2005, syarikat Proton telah memberi diskaun sebanyak RM150 juta kepada ‘dealer’ ataupun pembekal dan juga pembeli, sekiranya kita menambah kos pengiklanan, jumlahnya telah menjadi RM200 juta. Projek yang dipanggil P21 ini pun telah menjadi kereta Proton tidak beruntung. Budget speech Part 2

Membantah Ahli Politik Menjadi Datuk Bandar KL

Datuk yang diPertua, baru-baru ini terdapat ahli-ahli politik BN mencadangkan jawatan Datuk Bandar DBKL dipegang oleh ahli politik dan bukannya pegawai kerajaan. Saya amat tidak setuju tentang cadangan ini kerana ia adalah membuka pintu bagi korupsi dan kronisme BN berlaku pada tahap tinggi berlaku dengan lebih serius di Kuala Lumpur.

Pada waktu sekarang, orang yang paling menyalahgunakan kuasa dan mencabuli undang-undang ataupun peraturan DBKL ialah ahli politik daripada Barisan Nasional dan bukannya parti pembangkang. Cawangan-cawangan BN selalu mencerobohi tanah hijau dan mendirikan premis cawangan mereka atas tanah kerajaan. Contoh yang paling ketara ialah bangunan Cawangan UMNO Seputeh. Bangunan UMNO Seputeh ini telahpun didirikan di tanah kerajaan di Jalan Kuchai Lama selama beberapa tahun. Ahli-ahli UMNO Seputeh ini enggan berpindah apabila DBKL menjalankan pembinaan jambatan bertingkat yang bertujuan meredakan kesesakan trafik di sekitar kawasan itu sehingga projek tersebut terpaksa tergendala selama 1 tahun lebih. Sekarang, bangunan UMNO Seputeh dipindah ke Taman Desa. Saya difahamkan bahawa Kementerian Wilayah Persekutuan memberi peruntukan kepada pembinaan premis cawangan baru tersebut atas nama Pusat Khidmat Masyarakat Kawasan Parlimen Seputeh. Taman Asuhan Kanak-kanak & Tadika Harus Diadakan Dalam Kementerian Yang Sama

Ucapan YB Teresa Kok, Ahli Parlimen Kawasan Seputeh Dalam Perbahasan Rang Undang-Undang Taman Asuhan Kanak-Kanak Pada 24 Ogos 2006

Taman Asuhan Kanak-kanak merupakan institusi yang amat diperlukan dalam dunia moden ini dengan peningkatan wanita yang berpendidikan tinggi dan wanita berrmahtangga yang mempunyai kerjaya sendiri. Saya merasa kesal bahawa keperluan untuk mengadakan lebih taman asuhan kanak-kanak dan tadika anjuran kerajaan tidak dipentingkan, kerana isu yang begitu penting ini malah tidak termaktub dalam Rancangan MalaysiaKe-9.

Kekurangan taman asuhan kanak-kanak dan tadika yang mampu dibayar olehpara ibubapa, khususnya golongan yang papa-miskin pun menyebabkanramai wanita yang berkahwin terpaksa berhenti kerja selepas merekaberanak. Ini merupakan satu bentuk pembaziran dari segi tenaga keraja (more…)

Puan Teresa Kok Suh Sim (Seputeh) minta Menteri Perdagangan Antarabangsa dan Industri menyatakan komposisi dan cadangan daripada Jawatankuasa Kabinet mengenai Persaingan (Cabinet Committee on Competitiveness) yang diumumkan oleh Perdana Menteri pada Mac 2003. Kenapakah Negara kita masih jauh di belakang persaingan antarabangsa.

Jawatankuasa Kabinet mengenai Daya Saing Negara (CCNC) telah ditubuhkan pada 3 Disember 2002. Mesyuarat pertama Jawatankuasa ini telah diadakan pada 23 Januari 2003. Dari segi komposisi, Jawatankuasa ini dipengerusikan oleh YAB Perdana Menteri dan ahli-ahlinya terdiri daripada Menteri Perdagangan Antarabangsa dan Industri, Menteri Kewangan Kedua, Menteri Pengangkutan, Menteri Perumahan dan Kerajaan Tempatan, Menteri Sumber Manusia, Menteri Perusahaan Perladangan dan Komoditi, Meteri Pengajian Tinggi dan Menteri Hal Ehwal Dalam Negeri.

Sehingga kini, lapan mesyuarat telah diadakan dan perkara-perkara utama yang dibincangkan termasuk system penyampaian perkhidmatan Kerajaan, dasar ekuiti, Insentif dan promosi industri-industri tertentu, pembangunan modal insan, pembangunan enterpris kecil dan sederhana (EKS) dan pembangunan Malaysia sebagai hab halal (more…)

Police Should Investigate The Reasons Behind Dr Sargunadevi’s Police Report Of allegedly Returning To Her Family On He Own Free Will After She Has Been allegedly abducted By Her Father Witnessed by Many

I am appalled to read in the New Straits Times that there is a new twist in the “abducted wife” saga involving Rakesh a/l Maniam and Dr Sargunadevi. It was reported that Dr Sagunadevi had lodged a police report claiming that she left her husband on her own free will.

The police should investigate why she lodged such a report after she was taken away by force at the Renaissance Hotel in Melaka in front of her husband Rakesh and her in-laws on August 1 st, 2006. Besides, the police should also investigate why her latest police report was entirely different from the two police reports filed by her after her wedding in July 2006. The police should not encourage inconsistency in reports made in their stations and release such contradictions to the press but get to the bottom of the matter expeditiously. The police must answer why it has taken them unusual and baffling 3 weeks to solve this straight forward matter where there in incontrovertible evidence of a lawful marriage and a non consensual taking away of the wife and where the parties are all known to the police.

I had written a letter seeking an appointment with the Inspector General of Police Tan Sri Bakri bin Omar. A copy of the letter was extended to Dato’ Mohd Fauzi Hj Sa’ari, the Director of Criminal Investigation Department in Bukit Aman with regard to this case. In view of the fact that a few police reports had been lodged by Rakesh and Dr Sargunadevi in various places in the country, this case should be investigated at the national level by the Federal Police Headquarters.

I urge the police to take this case seriously and it shouldn’t be seen as a pure “family matter” and set the case aside, as the incident happened in a public place in front of the husband and many eye-witnesses. Rakesh has informed me and his lawyer that the police has told him that investigations under sec.365 of the Penal Code has been opened. We are a country of rules, the rule of law is supreme and no one is above the law and justice should prevail. The police must be seen as evenhanded. I also feel the there is a breach of woman’s legal right to freedom under the law and it will be a major setback for all the hard fought progress made by Womens Rights Groups.

I also urge Dr Sargunadevi’s parents to respect the choice and wishes of their daughter on an important issue that involves her future and her life, and return their daughter to her lawfully-married husband, Rakesh.

Minta Perjumpaan Berkenaan Dengan Kes Kehilangan Dr Sargunadevi Yang Disiasat Oleh Polis Di Bawah Seksyen 365 Kanun Keseksaan

Merujuk kepada perkara di atas, dengan hormatnya saya ingin minta satu perjumpaan bersama dengan Encik Rakesh a/l Maniam yang telah membuat laporan polis tentang isterinya Dr Sargunadevi yang ditangkap oleh beberapa lelaki dan dimasukkan dalam kereta yang dipandu cepat meninggalkan Hotel Renaissance di Melaka pada 1 Ogos 2006. Perkara ini berlaku dalam pertemuan di antara Rakesh dengan keluarga Dr Sargunadevi di lobi hotel berkenaan.

Untuk makluman Tan Sri, Rakesh dan Dr Sargunadevi telah mendaftar perkahwinan mereka pada 5 Julai 2006 di Hindu Sangam di Kuala Lumpur tetapi perkahwinan mereka mendatangkan bantahan kuat daripada ibubapa Dr Sargunadevi. Dr Sargunadevi telah membuat dua laporan polis (No laporan polis: BK MERTAJAM/005049/06, cheras/010882/06)berkenaan dengan bantahan dan gangguan ibubapanya sebulan sebelum beliau ditangkap dan hilang pada 1 Ogos 2006.

Rakesh diberitahu oleh polis di Melaka bahawa laporan polisnya MTR/005013/06 disiasat di bawah seksyen 365 Kanun Keseksaan. Beliau berasa amat kesal terhadap siasatan yang agak lambat terhadap aduan polisnya di mana beliau tidak dapat berjumpa dengan isterinya selama 20 hari setakat hari ini.

Sehubungan dengan itu, kami terbaca dalam akhbar New Straits Times pada 19 Ogos 2006 di mana polis di Melaka dilaporkan berkata bahawa Dr Sargunadevi telah membuat satu laporan polis yang menyatakan bahawa beliau meninggalkan suaminya secara rela hati. Saya merasa amat hairan untuk membaca laporan ini. Saya menyeru pihak polis untuk menyiasat sebab Dr Sargunadevi membuat laporan polis yang tidak sejajar (inconsistent) dengan dua laporan polis yang dibuat oleh beliau pada bulan Julai 2006. Pihak polis juga diminta menyiasat sebab Dr Sargunadevi membuat laporan polis sebegini selepas beliau ‘hilang secara paksaan’ di hadapan suami dan keluarga suaminya.

Memandangkan beberapa laporan polis telahpun dibuat oleh Dr Sargunadevi sebelum kehilangan dirinya pada 1 Ogos 2006, saya menyeru pihak polis untuk menjalankan siasatan yang serius terhadap kes ini dan tidak menganggap kes ini sebagai “masalah rumahtangga” sahaja. Saya mencadangkan supaya kes ini diambil-alih oleh Bahagian Siasatan Jenayah di Bukit Aman memandangkan beberapa laporan polis telah dibuat oleh Rakesh dan isterinya Dr Sargunadevi di balai polis di seluruh negeri, selain itu ia juga telah menjadi satu kes yang menarik tumpuan orang ramai.

Dengan itu, saya berharap pihak Tan Sri dan pegawai di Bahagian Siasatan Jenayah di Ibu Pejabat Polis sudi berjumpa Rakesh dengan saya berkenaan siasatan kes ini dengan secepat mungkin. Saya boleh dihubungi pada nombor tel: 03-7983 6768 (O) dan faks: 03-7983 7576.

New Twist In ‘Abducted Wife’ Saga

KUALA LUMPUR: The “abducted wife” saga took a twist yesterday when it was revealed that Dr S. Sargunadevi had lodged a police report claiming that she left her husband of her own free will.

This revelation from police came hours after the husband, sales executive Rakesh Maniam, accused the police of not acting on his “abduction” report.

Rakesh is claiming that Sargunadevi was abducted by her relatives who disapproved of their marriage.

She was allegedly taken away from him during a meeting between his family and her family at a hotel on Aug 1.

He claimed that at the meeting, the relatives demanded that his wife go with them before they forcibly took her away, with the help of seven burly men.

Rakesh, 26, claimed that Dr Sargunadevi’s parents and some of her relatives did not approve of their marriage because of the disparity in their academic qualifications.

He is a diploma holder while she is a medical doctor.

At a Press conference held at Seputeh MP Teresa Kok’s office yesterday, Rakesh questioned why police were taking such a long time in finding his wife.

“The police know the identities of those involved in the abduction. So why are they not acting?” he asked.

Also present were Rakesh’s father Maniam Vallipuram and lawyer S.N. Nair.

Rakesh expected police to act quickly as the incident happened at a public area where there were witnesses.

“I am concerned with my wife’s safety. It has been 18 days since she was taken away from me,” Rakesh said.

He said the last contact he had with his wife was on Aug 10 when he received a phone call from her.

“She had borrowed a mobile phone from a cleaner at the Kota Kinabalu airport to tell me where she was.

“That is all she said before hanging up,” Rakesh said.

He said his efforts to contact his wife or her parents were futile as all his calls went unanswered.

Meanwhile, a Malacca police officer said investigations are still going on.

沙巴州人心口的痛

沙巴州人心口的痛
與沙巴州人談該州的問題,最令他們不滿的是州內大量的非法外來移民,和他們所制造社會與治安方面的問題。此外,便是該州經濟衰退,貪汙和朋黨控制該州經濟資源等問題。

在上一期的國會會議,我特別提呈了一個有關沙州種族人口結構的問題,首相署給予筆者以下的答複:

“截至2006年3月,沙巴州的人口總數爲298萬人,其中男性佔154萬人(51.5巴仙),而女性則佔144萬人(48.5巴仙)。”

当笔者把上述的数据展示给一群刚加入行动党的卡达山族党员时,他们马上提出疑问,何谓占19.5% 的“其他土著“?,何谓占6.4% 的“其他种族“?

众所周知,沙巴州的土著,除了马来人以外,主要的是卡达山/杜逊和姆鲁族,简称KDM。沙巴州的朋友说,沙州的马来人其实并不是指来自西马,而是来自汶莱的马来人。

如果我们把上述图表的“其他土著“和“其他种族“的巴仙率加在一块儿的话,其总数是25.9%,与该图表里“非大马公民人数“的24.9%相差1%。以此类推,上述图表的“其他土著“和“其他种族“其实是指“非大马公民“。

政府看来尝试通过鱼目混珠的方式来掩饰沙州人数众多的菲律槟和印尼非法移民。

无论首相署针对沙州族群结构和沙州人口的答复是否完全正确,无可否认的一点是,政府经已承认沙州1/4的人口是非大马公民。

今年6月,前沙巴上议员庄永亮曾向国会廉政特选委员会投诉有关沙州外来非法移民急速上升的问题。他说这都是当年让非法移民通过假宣誓书取得我国身份证的《马哈迪计划》或《身份证计划》造成的后果。当然,如果根据庄永亮的数据,该州非法移民的数目其实远超过首相署给笔者的国会答复。

目前,前首相马哈迪和现任首相伯拉公开的对峙,把许多现时和过往一些扫在地毯下的事情都抖了出来,沙州非法移民通过《马哈迪计划》以取得身份证,进而成为沙州选民,藉以推翻当年的团结党州政府,让国阵得以夺取沙州政权长久执政,都是在马哈迪下台后被执政党成员揭露的。

当年的因,种下现时的果;当年有关方面不择手段的把沙州许多菲印移民合法化,以夺取政权的做法,致使今天沙州人民被逼面对人口比例失衡,沙州真正的土著政权旁落和治安恶化的后遗症。当菲印移民人口急速增长而开始在沙巴州落地生根之后,任何驱逐他们的行动都将被视为不仁道和违反人权,同时也可能影响邻国的外交关系。

这是伯拉政府需要果断处理的问题,也是沙州原有居民永远的伤痛。。。。。。。
