About Phantom Voters in Sabah

Y.B. Puan Teresa Kok Suh Sim (Seputeh) minta Perdana Menteri menyatakan bilangan pengundi hantu yang masih berada dalam Daftar Pemilih dan bilangan pengundi hantu yang telah dikeluarkan daripada Daftar Pemilih dalam 3 tahun yang lepas serta langkah yang diambil oleh SPR untuk memastikan Daftar Pemilih bebas daripada pengundi hantu supaya kita boleh mempunyai pilihan raya yang bebas dan adil.

Tuan Yang Dipertua,
Untuk maklumat Ahli-ahli Yang Berhormat di dalam Dewan Ini, sukacita dimaklumkan bahawa tidak ada pengundi hantu dalam daftar permilihan SPR, Justeru itu, SPR kurang faham apa yang dimksudkan oleh Ahli Yang Berhormat dari Seputeh mengenai pengundi hantu itu.
Tuan Yang Dipertua,
Apa yang ada didalam daftar pemilih SPR ialah lebih kurang 2.8 juta pemilih yang mendaftar di alamat yang tidak sama dengan alamat yang terdapat di dalam kad pengenalan mereka. Ini kerana mengikut peraturan pendaftaran lama yang diguna pakai sebelum 16 Julai 2002, pemilih yang layak boleh mendaftar mengikut alamt yang mereka berikan di mana alamat tersebut tidak semestinya sama dengan alamat di dalam kad pengenalan mereka. Ini kerana ada di kalangan warganegara Malaysia yang telah bertukar alamat tempat tinggal tetapi tidak membuat pertukaran alamat di dalan kad pengenalan mereka. Dengan menyediakan peraturan sedekimian, seseorang pemilih yang layak itu boleh mendaftar dengan mudah pada tarikh kelayakan mereka. Dalam hal ini, sukacita dimaklumkan bahawa pemilih-pemilih tersebut adalah pemilih yang sah dari segi undang-undang dan SPR tidak mempunyai kuasa untuk mengeluarkan atau memindahkan mereka ke tempat sebenar mereka tinggal kerana ianya di luar bidang kuasa SPR.
Walau bagaimanapun, selepas 16 Julai 2002, SPR melaksanakan peraturan baru pendaftaran di mana seseorang warganegara yang layak didaftarkan sebagai pemilih itu akan didaftarkan mengikut alamat seperti yang tertera di dalam kad pengenalan mereka.
Melalui peraturan baru ini, maka tidak ada lagi pemilih yang mendaftar tempat mengundi mereka yang tidak sama dengan alamat yang terdapat di dalam kad pengenalan mereka. Dengan yang demikian, SPR percaya bahawa daftar pemilih yang ada sekarang mampu untuk menjadikan pilihan raya yang akan diadakan di masa hadapan berjalan dalam keadaan bebas dan adil.

MY SUPPLEMENTARY QUESTION TO NAZRI:
“ Tan Sri Yang DiPertua, sebelum Menteri di JPM ini jawab, saya telah jangka jawapannya tentu akan memeranjatkan kita semua di dewan ini. Di tiap-tiap pilihan raya, kita menerima laporan bahawa terdapatnya orang yang membuang undi di beberapa tempat pada hari pengundian. Dalam kes Yong Teck Lee yang diputuskan oleh Mahkamah sehingga beliau hilang kelayakan, salah satu dakwaan ialah terdapatnya pengundi hantu di kawasannya. Selain itu, dalam pilihan raya 2004, ayah kepada Azmin Ali, Naib Presiden Keadilan yang telah mati pun telah digunakan untuk membuang undi pada hari pengundian. Bukankah ini menunjukkan terwujudnya pengundi hantu?
Mengikut jawapan yang saya terima daripada Jabatan Perdana Menteri mengenai jumlah komposisi kaum di Sabah, jumlah penduduk di Sabah ialah 2 juta 9 ratus 80 ribu dan 7 ratus, di antaranya 24.9 peratus adalah bukan warganegara. Kita juga terbaca dalam media di Sabah bahawa pendatang asing mendapat Mykad malah lebih awal daripada warga Sabah, dan ramai di antara pendatang asing ini telahpun mendaftar diri sebagai ahli UMNO Sabah dan mendaftarkan diri sebagai pengundi. Mereka juga diberi amaran oleh ahli Barisan Nasional bahawa mereka mesti membuang undi kepada BN, kalau tidak, Mykad mereka akan ditarik balik oleh kerajaan.
Keadaan bahawa orang asing memegang Mykad juga diakui oleh Timbalan Menteri Keselamatan Dalam Negeri dari Kubang Pasu dan disiarkan dalam mukasurat 9 dalam Utusan Malaysia hari ini. Beliau malah dilaporkan berkata bahawa kemungkinan kegiatan pengeluaran Mykad palsu yang dikesan berleluasa di Sabah sudah menular ke Semenjung.
Laporan Utusan Malaysia juga mengesahkan bahawa sebuah pasukan khas dari Bukit Aman bagi meniasat laporan mengenai pengeluaran Mykad palsu secara berleluasa kepada rakyat asing di Sabah.
Soalan saya: Macam manakah SPR menangani masalah pendatang asing yang memegang Mykad palsu dan didaftar menjadi pemilih, dan macam manakah SPR akan mengeluarkan nama pemegang kad pengenalan palsu daripada Daftar Pemilih yang dibawa masuk ke Sabah di bawah `Projek Dr Mahathir’ di Sabah?“
When I asked my Parliamentary question to Nazri, I was booed by some BN Back-benchers, especially when I mentioned that the migrants in Sabah have joined UMNO Sabah. The Speaker of the Dewan Rakyat, Tan Sri Ramli Ngah also tried to stop me, however, I managed to let out the above remarks.
Nazri appeared to find difficulty in replying to my supplementary question. He then lashed out at me – retorting that I don’t understand the Malay language and pointed at the students who were sitting at the gallery and took another dig at me by saying that I ought to be ashamed (malu) for failing to understand his replies to my questions.
He then went on to say that what I ought to address is mentioned was is the issue of fake ICs and that nothing can be done by Election Commission about it as they are different departments. To the example I gave – of Azmin Ali’s father name, who although was deceased by then, was used to cast a vote. To this, Nazri replied sarcastically that it might be the work of an opposition supporter.
The MP from Sri Gading then stood up and said that Yong Teck Lee was disqualified over the bill board issue and not because of phantom voters. He said if there are phantom voters, it must be the work of the DAP.
No Sabahan MPs stood up to ask follow-up questions, I then stood up and commented that I was surprised that none of the Sabahan MPs stood up to take this opportunity to raise this issue which affected Sabah. I deliberately made such remarks to ridicule them as they have been very annoyed by similar remarks made by our leaders in the DAP dinner in Sabah a few weeks ago criticizing them. Particularly the remark made by MP for Cheras, Tan Kok Wai that none of the Sabahan BN MPs ever speak up for the people of Sabah. This stung them and the next day the Sabah BN leaders took a swipe at the DAP in the Sabah press. I was quite pleased that I had this chance get back at them once again on this issue, ha ha!!

I am put off by this:-

If one cannot argue intellectually and with facts, instead resort to personal attacks, verbal intimidation and mob reaction, that person does not belong to the August House using up tax payers money.
In fact if I go to a meeting and cannot answer my auditor/customer/supplier/visitng government officer, and tell them that they are stupid/ugly/ham sup/fat/short; I get sack by my boss.
I would support live telecast of parliment proceeding. Is it this sort of things they want to hide? When I pay $ to buy something, I can see what I pay for. As we pay taxes consistently, wait forlornly for refunds and pay tax penalty for the smallest of oversights, we do not get to see people elected and financed by all Malaysians deliberating and dictating our fate and fortunate as a nation.
The Information Minister say that Malaysians are not matured enough to follow the intellegencias in Parliment, well let us learn and be educated by watching you lot! ANd if the students can see what happened, does that mean we paying professionals are not mature enough? Also what kind of example Nazri is setting up in front of the kids? Child experts say parents arguing in front of children can traumatise them. Nice example, Minister.Let’s see in our inter-school debates will have the trend whereby school reps calling each other names instead of debating about whatever school children are allowed to debate, these days.

Wee Tak, if you follow regularly on the topics coming out from the parliament, then you will be very much aware that a lot of trivial topics were brought up for debate. One of which that I could still remember would be the proposal of bringing wife to appear in the parliament to serve the husband. Most of the parliament members in Malaysia are a bunch of useless blood suckers that used up tax payers’ money for nothing. Nazri is also one of them (and I felt so sad that he openly claimed that he graduated in UK as Law student). I felt disgusted as I am a UK graduate. Lets dont hope that Malaysia can go any where with these useless parliament. If we want to ensure future growth and development, lets vote them out!

Well. Another proof that the BN MPs are nothing but a bunch of maturity challenged people. Even more pathetic that this includes the ministers who are running the country. God Save Malaysia !

Just my two cents, although I’m a greenhorn when it comes to politics so do forgive my ignorance.
As I can see it, pursuing the issue of “ghost voters” is a moot point. It is of course commendable to breach the subject out of concern but seriously, the number of ghost voters cannot be that much significant that it tips the scales heavily in favor of BN. I am sure it does do “something” to a point but the reluctance of the people in question to address thus issue is crystal clear: they cannot answer the allegations, therefore they try to deviate from the subject and make you the victim of contempt instead. The usual bla bla about “you don’t know squat about Malay” and more bla bla. This is like standard human reaction. Nobody (and I mean nobody, not even Tan Sri’s) likes somebody pointing out their mistakes (no matter how insignificant), that is one thing I’ve learned in life. Perhaps it would be wiser to pursue some other issues instead.
Or, we could just wait and see what happens next. Wait till the storm comes a’knockin’ and poverty is rampant, tax is sky rocket high, inflation is abundant…etc etc. You get my point. Theeeeeen perhaps the Rakyat would want a new party. Could jolly well work ;]

Migration and Illegal Immigrant is Sabah especially West Coast Area blooming around. Even the Kadazans, Muruts, Bajaus, Dusuns etc.. Fed up already.

true…. lots of phillipinos indonesian muslim join sabah umno, so that they can get MyKad. even tho im still a student, i heard this allot from coffee shop or restaurant….. what a lame…

I am very much aware of the wastage in parliment What about the discussion about MAS’s revealing uniforms, “boleh masuk sikit” and countless other waste of money.
I can have more intellectual discussion at my family dinner table, at a mamak stall, and even with a stray dog eating from my offering (as least it does not talk crap. Hell, even youngsters having their own blog exhibited more intellectual power.
That’s why, if telecast live, they can be scrutinized better by the public who vote and subsidise them. It may make they think, do they?, before theu open their mouth.
It also hints to me that, possibly, in order to preserve the power of a few, safety in numbers at the expense of intellectual diversity is a reasonble price to pay; not that I think is a good bargain for my tax money.
