PUTRAJAYA: The country’s top police officer was left red-faced yesterday when he found out a report meant for internal circulation had been posted on the police website.

The 12-page report contained some strident criticisms by the police against the setting up of an Independent Police Complaints and Misconduct Commission (IPCMC).

It also revealed the extent of unhappiness among the rank and file over the proposal, which was mooted by the Royal Commission on the Police Force.

It is learnt that Inspector-General of Police Tan Sri Mohd Bakri Omar had consented to the publication of the report but made clear that the booklet should only be distributed among police personnel.

However, it was uploaded to the police website several days ago and picked up by the online and print media.

“I want to know who put it up,” Bakri told the New Straits Times yesterday.

He denied he had given consent for it to be placed on the website. “What? That is a wild allegation,” he said.

The blunder was later attributed to a “misunderstanding” between federal police public relations officer Superintendent Mohamad Daud, who is also the chief editor for the publication, and the webmaster.

Mohamad said it was a misunderstanding and that the webmaster did not turn up for work yesterday for fear of being reprimanded. He confirmed that the special publication was for internal circulation and not for the public.

“I was under the impression that the webmaster was posting the document as an email to all police personnel.

“But, unfortunately, there was a miscommunication and the document was instead posted on the website. We have never posted any articles in our publication on the website.”

By last night, the posting had been removed from the website.

The document led off with reasons why the police rejected the IPCMC.

The document stated that the establishment of the IPCMC was “unconstitutional, prejudicial to national security and public order, victimised the people, and could cause a state of anarchy which would undermine the ruling coalition’s power”.

Police personnel objected to the setting up of the commission because:

– It undermined the IGP’s administrative and enforcement power; – The scope of “misconduct” was too wide and would complicate the routine duties of police; and – The formation of IPCMC would mean that other bodies such as the Police Force Commission, Anti-Corruption Agency, Human Rights Commission of Malaysia, Attorney-General’s Chambers, Public Complaints Bureau and the Internal Security Ministry had failed in the discharge of their duties.

  1. “The report was meant for internal circulation” – does this mean police is plotting secretly for something? I am worried.

    “I want to find out who put on the net” – I think more importantly is to find out whether the contents of the report is justifiable or not. professuonal or uncalled for

    “due to miscommunication” – what about other paper work in routine police work? If the same standard of care is prevalent there, wither our process of justice and security?

    What the PM said bemused me. He said something to the effect that this report reflect the minority view of police personnel. I mean how sure we are?

    Nevertheless, should the PM put his foot down and say,”enough is enough”? Should the DPM crack the whip? During TDM’s time, something like this never happened. Why? I don’t know.

    This come around the time of NAM, one heck of a drama playing out in front of our esteemed foreign guests….

    I just hope for a quick and decent outcome for this mess.

  2. We all know IGP is corrupted using his son even to front his activities.

    What I can’t figure out is what is the PM stand on this now. He says he has told the AG that its important but the AG is dragging his feet to do it obviously reflecting the PM desire to take things slowly.

    In my view, its not how much the PM wants it, its whether he can politically do it. From the way the PM has conducted himself, he will never built enough political capital to carry this out. IPCMC will be delayed again and again until he finds an opportunity either to kill it or to actually skirt some form of it throught. In other words, its likely that the “Independent” part of IPCMC is dead. Finish.
