Madam Ching Demanded Apology From Michael Chong
Monday, 10-04-2006Yesterday, Sunday morning, I was forced to battle with jag-let and attended the press conference with Madam Ching Pik Wai whose statement has been questioned by Michael Chong in the morning.
Madam Cheng was very emotional when she met with the journalists. She took the newspaper with the photograph of the press conference of Michael Chong and accusing him with the repeated remark as “false witness” and the photographers kept taking photos on both she and me.
She then told the media that she and her husband have gone to Michael Chong’s office on 16th March 06 at about 11am but she never spoken Michael Chong personally but just to his lady assistant only. She just manage to tell her about misunderstanding that happened in SOGO supermarket where she was being regarded as a thief, then Michael Chong came in and asked his assistant why spent so much time to talk to her, he then asked both she and her husband to come back at 2.30pm as they wanted to go for lunch. Madam Ching’s husband Mr Lim managed to speak a few words with Michael Chong in English and asked him to send the MCA lawyer’s team to assist them on this case.
When they came back to the MCA HQ at 2.30pm that day, she and her husband met with Michael Chong’s lawyer and his assistant again to discuss how to deal with the SOGO’s matter. Michael Chong’s lawyer advised them to try to settle the matter with the Investigation Officer of Dang Wangi Police Station and SOGO. She said they never raised the issue about the treatment in police lock-up to Michael Chong and his assistant as the meeting just focused on SOGO’s case only, so they were very surprised to see Michael Chong doubted the truth of her statement.
Madam Ching then demanded apology from Michael Chong and she reserved her right to sue him for defaming her. She then said that the reason she came out in the press conference was to restore her dignity and her reputation, she did not need to steal at her age and with her background. Prior to the press conference, she even wanted to take out the Bible where she wanted to swear on the Bible that she was speaking the truth, I advised her not to do so as it won’t make her look good in the media.
I then told the media that I don’t understand the reason behind Michael Chong’s statement against Madam Ching on the maltreatment in police lockup. In the photograph carried out by the press, Michael Chong was seen holding a paper cutting that showed Madam Ching pulling her ears. That was the action requested by the photographers in her press conference earlier which published in Guang Ming Daily. At that time, she was posturing to the journalists that the gesture made by Sergeant Samsiah to her that if she refused to give her ATM card and the PIN number, she will be asked to do ear-squat.
I told the press, before Michael Chong came out in the press conference, he should at least read the news reports and her police report thoroughly. He cannot make public comment based on a photograph. This was unfair to Madam Ching as this will affect her credibility and the police investigation.
I really don’t understand, both Madam Ching and I have never attacked Michael Chong in our previous press conferences, why did Michael Chong so busy-body to attack Madam Ching? What does he want to achieve? Is that because the complainant did not reveal to him the greater issue that faced by her in the police lock-up and thus made him lose the limelight to highlight this scandal in the police lock-up?
Before I came out with Madam Ching in the press conference about the maltreatment that she suffered in the police lock-up, I have asked my assistant to accompany her to the police station and SOGO for a few times until the case was settled. Did Michael Chong help her and all those who came to him to that extent? Madam Cheng never complaint about Michael Chong for failing to do follow-up on her complaint, but why is he making such big fuss on Madam Ching?
This is the second time Michael Chong interfere into the case that brought up by me. The first time was the nude squat MMS visual clip where he said he got it before me but he did not blare out the matter but just passed it to the CPO of Selangor, because he did not want to publicise the matter and tarnished the police’s image.
So, for Michael Chong’s anger is not so much on failing to assist the victim of injustice, but it is more on losing the chance of great publicity.

KUALA LUMPUR: “I stand by my statement and I will not apologise to her.” This is the immediate response from MCA Public Services and Complaint Department’s Datuk Michael Chong yesterday on the demand by 60-year-old Taiwanese Lim Nee Cheng Pik Wai over his statement last Friday.
Lim, in a Press conference earlier yesterday at Seputeh MP Teresa Kok’s service centre, demanded an apology from Chong for his statement to the media, which she said was “incorrect”.
Also present were Kok, Lim’s husband Walter Lim and lawyer Sankara Nair.
Lim said she did not speak to Chong or department’s criminal lawyer Jesvinderjit Singh when she went to Chong’s office on March 16.
Using Kok as her translator, Lim, who does not speak Bahasa Malaysia or English, said she only spoke to Chong’s assistant Novena Ting, and it was only about her being caught for allegedly shoplifting at the Sogo shopping complex.
She said it was her husband who spoke to Chong.
“I did not even speak to Chong at all, how could he accused me of lying?” she said, adding that since she only speaks Mandarin, she could not communicate with Chong or the lawyer.
“Why would I lie about something like that? Isn’t it bad enough that I was humiliated by police and now, had my words doubted?”
Lim said the picture of her pulling her ears appeared in a Chinese daily because she was asked to pose that way by the photographer.
Chong, meanwhile, maintained that Lim spoke to him in Mandarin and said he has CCTV footage to prove that he talked to her.
He said when Lim came to the department that day, she was first met by Ting.
“As she was speaking in a loud voice, I came out of my room and listened to her. She told me about what happened at the shopping mall and her claims while she was in police custody,” said Chong.
He said he then called Jesvinderjit who agreed to meet Lim at 2pm and advised her to return to the shopping centre with the police to sort out the alleged shoplifting case.
“When I saw the Chinese newspapers reporting her ‘ear-pulling’ claims, I was shocked as she did not mention it to me or my assistant ,” said Chong.
It was reported that Lim was arrested on March 11 for alleged shoplifting at the Sogo shopping mall. However, the mall dropped the charge on March 28 when it realised that it was a misunderstanding.
Lim, on March 30, held a Press conference with the help of Kok and alleged that while in police custody, she was forced to “pirouette” in the nude for two policewomen and had her money stolen.
Her alleged ordeal was highlighted by the media the next day.
In a follow-up report on April 8, Chong had said Lim did not tell him that she was asked to pull her ears as reported in the media.

I think you’ve done your best in your own way. Michael Chong doesn’t want to spoil his good relationship with the police and that’s why he doubted Mdm Cheng’s complaint.
Nevertheless, the setting up of an independent committee will solve this confusion.

Since Michael Chong wants to be so rightious, cah he look into my report (ref:28888 dated 26/10/05) to MPS (Majlis Perbandaran Selayang) regarding street lightings on Jalan 3/3, Bandar Country Homes, Rawang. This street has no street lightings eversince the developer has handed over the keys of these houses in the early 90’s. Numerous calls has been made to MPS and promises has made but till todate, there is still no street lightings. So, Michael do something worthy of your office.

KUALA LUMPUR: He was accused of not carrying out a thorough investigation, but MCA Public Services and Complaint Department head Datuk Michael Chong is taking it all in his stride.
“Mr Cool” thanked Seputeh Member of Parliament Teresa Kok, for her “words of wisdom” — which were widely published in various Chinese dailies. Kok had said he should have conducted a thorough investigation before going public on Taiwanese Lim Nee Cheng Pik Wai who was accused of shoplifting.
“Thank you for your advice, Teresa. However, I strongly feel that you should have done your own investigation before holding the Press conference on March 30. You cannot go public based on her allegations.
“This is unfair to the police and has tarnished their image. Ask yourself, was your action fair to other parties? Judge yourself before you judge others,” said Chong.
At a Press conference at the department yesterday, Chong produced a copy of a CCTV recording to prove that Lim actually spoke to him on March 16, five days after she was arrested for alleged shoplifting.
At that time, Lim was out on police bail.
The CCTV recording showed Lim and her Malaysian husband Walter Lim, entering the department at 11.22am on March 16, where they spent 30 minutes with Chong’s assistant, Novena Ting.
Chong came out from his room and stood at Ting’s desk for two minutes at 11.38am to listen to Lim’s claims – that she was asked to pirouette in the nude for two policewomen and had her money stolen.
Chong subsequently pulled a chair from the next table and sat with them for another six minutes before leaving.
During the conversation, Lim had said on the day she was arrested, she had picked a few clothes for her daughter-in-law.
Without paying, she headed to a different department and finally to the ladies shoes department.
She had said that she planned to pay at the end of the shopping trip as it was a common practice in Taiwan to allow shoppers to go to different departments to pick up items and pay before exiting.
The couple left at 11.58am after they were advised by Ting to return after lunch so that lawyer Jesvinderjit Singh, can advise her further on the case.
“I spent eight minutes with them. I was sitting across her, don’t tell me we did not even look at each other or speak to one another? It is not true when she claimed she had no chance to speak to me. Her husband spoke to me in English, while Lim added on in Mandarin throughout the conversation,” said Chong.
He added that Lim was emotional and had used hand gestures to illustrate her point as she does not speak Bahasa Malaysia or English.
The couple returned at 2.24pm and was attended to by Jesvinderjit who advised Lim to return to the shopping centre with the police to negotiate with the management not to press charges and if that did not work, the department would help.
“I spoke to them for 13 minutes and I was shown receipts from a textile company where Lim had shopped before heading to Sogo. I felt it was more important for Lim to speak to the shopping centre first before she proceeded with the complaints against the police,” Jesvinderjit said.
The department did not hear from Lim for two weeks, and Chong assumed that the case had been settled amicably.
On March 28, Sogo dropped the charge.
Kuala Lumpur police chief Datuk Mustafa Abdullah was quoted as saying in a Chinese daily on April 4 that Lim had written a letter saying that she was guilty and asked for forgiveness from the police.
Lim was subsequently released taking into consideration her age.
Mustafa had also expressed his regret and described Lim as ungrateful by claiming at a Press conference with Kok on March 30 that she was forced to pirouette in the nude and had her money stolen while she was in custody.
On April 8, Chong held a Press conference saying that Lim’s statement was inconsistent as she did not tell him that she was asked to do ear squats.

Bigjoe, what are you talking? So you actually mean technically, she DID talk to Chong for 5 or 6 minutes (back by the evidence of CCTV). The whole episode is a joke. Something is fishy about this taiwanese lady. Taking goods from one department to another department is definately cause the house detective to suppect stealing. They are just doing their job in the SOGO. They had don’t no wrong. Afterall, do you think SOGO had nothing better to do but want to arrest this Taiwanese lady for fun? This Taiwanese lady is just trying to save face. She even say she want to sue anybody who speak against her! Why only listen to her side of story. This is just like the story of that Lebanese ‘billionaire’ The whole thing is a joke!Why should we tarnish our own police just to statify this foreign lady. We Malaysian just make ourselve fool. I think Teresa did not really carry out her own investigation but buy her whole story. I think Teresa should not take up these kind of cases just for cheap publicity. Go for corruptions cases which involve the big fish. Corruption is currently our number one enermy in this country. I think we should investigate any allegation agianst police or any officer before making it public. I am starting to see that complaint against police are already being abused. We should not tie our police hands. Let them do their job. Lastly, I don’t think we should criticize Chong. Afterall, how many of us or even among the politians actually do those kind of job that he is doing now.

Another point is, this Taiwanese lady is married to a Malaysian Husband. They had been staying here for sometime. Don’t tell me they never go for shopping trip in Malaysia till this SOGO episode. Personally I think she is lying to safe face and Teresa just got involved for no reason.

Wow, dear Teresa, the jet lag must have really got to you. You spelt as jag let; reminds me of my friend’s fav TV show, “JAG”.
Michael Chong may have an issue with this but people might be surprised by the degree of his reaction.
If we remember, during nude squate incident, he mentioned that before you exposed it in the parliment, he had quietly spoke to the police. Now this again….perhaps he is agitated that you have over taken him as the chief handler of public complaints?
