What’s Wrong With Michael Chong?

Dear friends,

I came back from Istanbul this afternoon (Saturday). I got a shock to read the newspaper cutting of the press conference of Michael Chong given by my parents during dinner. His accusation against Madam Cheng is totally baseless as Cheng never said she has been asked by the police to do nude ear squat or “ear pulling”. Cheng just said that the policewoman Samsiah has threatened her that if she refused to give her money, she will be asked to do ear-squat. This was clearly stated in the police report.

I then quickly inform the press that I wanted to do a press conference tomorrow morning, I have to re-arrange my appointment with God in church tomorrow so that I can help to clear the name of Madam Cheng.

Chong doubts granny’s tale

KUALA LUMPUR: A 60-year-old told MCA Public Services and Complaint Department head Datuk Michael Chong that she was forced to “pirouette” in the nude for two policewomen and had her money stolen while in remand for shoplifting.

At a recent Press conference by Seputeh MP Teresa Kok, the woman claimed that she was also forced to pull her ears. Chong is now sceptical of the woman’s claims.

“She came to see me first but made no mention of pulling ears. I am shocked by her latest allegations.

“I am doubtful of her statements. It is inconsistent.”


He said he had received many calls from the public over the case of the Taiwanese grandmother, Lim Nee Cheng Pik Wai, who was arrested on March 11 for alleged shoplifting at the Sogo Mall.

Chong said at a Press conference yesterday, he said Lim approached him on March 16 for help after she was released on police bail and due to attend court.

“She told my assistant Novena Ting and I that she was accused of shoplifting and while she was at the Pudu Jail remand centre, she was humiliated by two policewomen who asked her to strip naked and turn around three times.

“She also claimed that her money was stolen. There was no mention of pulling ears.”

Chong engaged the help of criminal lawyer Jesvinderjit Singh who advised Lim to return to the shopping centre with the police to negotiate with the management not to press charges and if that doesn’t work, the department will help.

He said that was the last he heard from Lim who has been residing here for 31 years.

“At that time, I could not inform the media of the matter as it could be serious. How can I expose it before doing some investigation of my own? If not, it will affect the police force’s credibility and they will be the laughing stock.

“As Lim did not get back to me, I assumed that she had settled the matter amicably with the management, but the next thing I knew, she called for a Press conference with Kok.”

The “ear-pulling” claim made headlines in various Chinese dailies on April 2. It was also reported that the shopping mall had dropped the matter on March 28 after realising that it was a misunderstanding.

Lim who does not speak Malay or English, claimed she did not shoplift. She had picked a few items of clothing without paying and headed to a different department for a drink, and finally to the ladies shoes department.

She had said that she planned to pay at the end of the shopping trip as it was a common practice in Taiwan to allow shoppers to go to different departments to pick up items and pay before exiting.

Chong advised those who genuinely need help, to have faith and patience with the department.

“We are ready to help but we need time to investigate. We cannot just jump to conclusions.

“ This would be unfair to other parties.”

Pada 11/03/06, saya ditahan oleh pegawai keselamatan SOGO kerana salah faham. Kes ini telahpun diselesaikan di antara pihak SOGO, Sarjan Tomeng Telute dari Ibu Pejabat Daerah Dang Wangi dan saya pada 28/03/06.

Saya ingin membuat laporan tentang masalah yang dihadapi oleh saya semasa saya berada di lokap polis Dang Wangi di bekas Penjara Pudu.

Saya dihantar ke lokap polis di Penjara Pudu pada lebih kurang 5 petang. Semasa saya dihantar ke lokap polis tersebut, saya disuruh oleh polis wanita yang bernama Samsiah (No: 106789) untuk mengeluarkan semua wang dan barangan saya dan letak atas meja.

Pada mulanya Samsiah memasukkan semua syiling dalam dompet saya dalam satu bag plastic. Semasa dia mengira wang kertas, saya nampak dia mengeluarkan beberapa wang kertas dan masukkan dalam lacinya. Dia berkata pada saya bahawa wang itu adalah duit rasuah kepadanya. Dia kata dalam Bahasa Kantonese, “Bei Ngo Yam Cha.”

Lepas itu, Samsiah minta kad ATM Bank Simpanan Nasional daripada saya. Beliau juga tanya jumlah wang yang saya simpan dalam akaun bank dan nombor PIN kad saya. Dia berkata kalau saya tidak beri kepadanya, saya akan dikehendaki membuat ketuk-ketambi di dalam lokap. Walau bagaimanapun, saya tidak memberi nombor PIN kad ATM saya kepadanya.

Samsiah kemudian juga minta barang kemas yang dipakai oleh saya untuk diberi kepadanya tetapi saya enggan memberi kepadanya kerana barang kemas yang saya pakai adalah diberi oleh ibu kepada saya. Samsiah kemudian memasukkan semua barangan kemas saya ke dalam bag plastik yang lain.

Dompet saya sebenarnya mempunyai lebih kurang RM460, tetapi bila Samsiah minta saya kira semua wang kertas dalam bag plastik itu, saya mendapati bag plastik terdapat wang kertas yang sebanyak RM299 sahaja.

Selepas itu, dua orang polis wanita bawa saya ke satu bilik dan suruh saya menanggalkan semua pakaian sehingga berbogel badan. Mereka kemudian minta saya buat 3 pusingan di hadapan mereka. Mereka berketawa kuat apabila saya mengikut arahan mereka, saya merasa sangat malu kerana ejekan oleh mereka. Selepas itu, saya disuruh pakai baju lokap polis dan masuk ke dalam lokap.

Pada jam lebih kurang 8 malam, suami saya datang ke lokap polis untuk menjamin saya keluar. Kedua-dua pegawai polis wanita tersebut pun buka pintu lokap dan suruh saya keluar. Mereka memberi balik semua wang dan barangan kepada saya. Selepas saya tukar baju, mereka minta wang daripada saya dengan berkata, Bei Lui, bei lui.?Saya pun memberi RM10 kepada mereka. Selepas saya membayar wang kepada mereka, mereka ambil ibu jari saya dan cap atas dokumen Resit Bagi Orang-orang Salah dan Harta Orang-orang Salah.

Selepas saya keluar dari lokap polis, saya baru periksa wang dalam dompet saya bersama dengan suami saya. Wang asal dalam dompet adalah RM469 dan saya mendapati RM209 telah hilang, dan saya hanya dapat RM260 dalam dompet saya. Suami saya pun bergaduh dengan Samsiah dan tanya dia kenapa mengambil wang daripada dompet saya, Samsiah ingin beri balik RM10 kepada suami saya tetapi suami saya enggan terimanya. Samsiah pun memukul meja di hadapan kami dan suami saya berkata kami akan membuat laporan terhadap kelakuannya.

  1. In the end, Micheal Chong is a mediator and he will not push the police when they fight back. MCA leaders in the end are political eunuchs.

  2. Basically there are two issues from the incident that need to be treated separately. First, the abusive of power from the police officers, and second, the misunderstanding between Madam Cheng and the management. Since Michael Chong already knew that Cheng was humiliated during the detention, why didnt he raise up to the complaint division immediately instead of just offering advices? Of course, to clear the name of Cheng is important but to make sure there is no power of abusive from the offices is not equally important but even more. Because this is concerning our public interest and police’s integrity in future.

  3. Oh Chong, Chong, Chong,
    The MCAs will not assist/trouble the PDRM as matter will be much troubled with his status.

    There would not be an arguement or evident as 60 years old lady would have no caution about explaining everything. Everyone knows that. Instead Chong is trying to seek out an arguement to avoid the reputation on PDRM.

    Everyone knows how PDRM doing the things but still no one able to question them. Sick of it. Since I was borned.

  4. This is also a surprise. Perhaps Michael Chong (who I think is great helping people) is a bit peeved that this lady went to Teresa, as if she is unhappy with Michael’s assistance.

    As for the inconsistency, Michael heard from his assistance so could there be a “communication gap” there?

    Either way, what is irrefutable is that she has been consistent in alleging police abuse to two different parties.

    This coming immediately after the opinion that police can self regulate and no need IPCMC. How can one believe there is 100% independent and objective and transparency in self regulation? In any organisation, be it police, schools, cooffices, church groups, football teams whatever…it is made up by human beings and internal politics will exist. Favourtism, mutual look-out and all that may affect the propoer functioning of self regulation.

    It is better to have an independent body to judge whether there is right or worng. For instance, wehn Manchester United played Arsenal, the referee could not have come from either of the team’s staff.

  5. Hi Micheal Chong, can you do someting better, ga? Please look into my report (ref: 28888 dated 26/10/05) with MPS (Majlis Perbandaran Selayang) on the absence of street lightings on Jalan 3/3, Bandar Country Homes, Rawang. This road has been without street lighting eversince the developer has handed over the keys to this row of houses in the early 90’s. Let’s see some MCA’s strong muscles in action!!
