‘Cops stripped me, took my money’

Sixty-year-old homemaker Cheng Pik Wai claims she was stripped naked and lost RM200 during her three-hour detention at a police lock-up earlier this month.

Cheng, who migrated here 35 years ago from Taiwan after marrying a Malaysian, related her ordeal at a press conference at the Parliament lobby this morning.

The press conference was organised by DAP parliamentarian Teresa Kok.

According to a copy of her police report lodged with the Jalan HS Lee police station, Cheng was detained at the Dang Wangi police lock-up (previously Pudu jail) on March 11. This followed a misunderstanding that she had stolen goods from a shopping mall in the city.

Cheng, who holds a Malaysian citizenship, was sent to the lock-up at about 5pm. Here a policewoman, whom she identified as Samsiah? told her to surrender all her belongings.

At first, Samsiah put all the coins taken from my purse inside a plastic bag. However when she counted the bank notes, I saw her take out a few notes and put them inside her drawer.

She then said the money was for bribe and told me in Cantonese Bei ngo yam cha?(give me tea money),?stated the mother of three in her report.

Samsiah then allegedly asked for Cheng’s ATM card, pin number and her bank balance.

She told me if I didn’t give her (the details), I will be asked to do ear-squats,?said Cheng, who added that she refused to divulge the information but was not asked to perform the squats.

She also claimed that the policewoman had asked for her jewellery.

Subsequently, two other policewomen brought me to a room and told me to strip naked. Then, they asked me to turn around three times.

When I did this, they started laughing. I felt humiliated,?she said in the report.

Cheng was released, without having her statement recorded, on police bail at about 8pm when her husband showed up.

According to her, after the two policewomen returned her belongings they asked for money in Cantonese “Bei lui?” (give money). Cheng said she gave them RM10.

After she left the premises, she discovered that about RM200 had gone missing. She then returned to the detention centre with her husband and an argument broke out between Samsiah and them.

Samsiah wanted to return RM10 to us but my husband refused. Then Samsiah hit the table in front of us and my husband told her that we will lodge a report against her,?she said.

The case against Cheng has since been dropped after the parties involved reached an agreement.

At today’s press conference, Cheng claimed that she was also refused access to the washroom during her detention and the police also did not arrange for an interpreter as she could only speak Mandarin.

Asked how she felt about the experience, a visibly upset Cheng replied: I was very afraid and felt vulnerable. I am an old woman, why did the police treat me like this??

It was very cold in the lock-up and I could not stop crying but I was not given a chance to explain,?she added.

Cheng was accompanied by her husband Walter Lim this morning.

Why does it still happen?

Meanwhile, Kok, who put the police in a spot recently after exposing a video-clip of a detainee being forced to do ear squats in the nude, expressed regret that procedures continued to be flaunted.

Why must she (Cheng) be stripped, this was not even a case of drug possession. The police have adopted a new body search rule but why is this still happening??she asked.

?The police) talked so much about rejecting the IPCMC (Independent Police Complaints and Misconduct Commission), but see, this (abuses) is still happening,?said the MP.

According to her, Cheng will be asked to identify the police personnel involved later today.

Also present at the press conference was Parliamentary Opposition Leader Lim Kit Siang.

Laporan Polis

Nama: Lim Nee Cheng Pik Wai

No K/P: XXXXXXXXXX

Jantina: Perempuan

Keturunan: Cina

Warganegara: Malaysia

Alamat: XXXXXXXXXX Kuala Lumpur.

  1. If this goes on, I may just start a boycott-Malaysia campaign in China. I know enough Chinese students who would do it just for kicks.

  4. Dear Teresa,

Another job well done! This shows that DAP are still persistent and consistent to uphold justice without fear and favour even with threat from the UMNO and the blackout from the media.
Actually our country administration is in a mess.Even the police don’t give a damn to our PM.Nobody respect his statement.Remember he called up the Head of the BN parties to go round explaining to the Rakyat the rationale behind the petrol hike.Up to now, there is no action from them.Another sign of lost control or disrespect to the PM.

  5. well, I must congratulate the immpeccable timing of the police:

    1) so soon after my fav Bakri spoke out emphatically against the PM against the establishement of IPCMC, dear samsiah and her canteen mates pulled out a stunt like this.

    2) I congratulate the malay police women recognise the need to speak other race’s languague to get critical messages accross. However, she should have said,” kei huo her char”. (furhter north of the peninsular/Klang, “hor wua lim teh”).

Perhaps the Education Minister (I hope your daughter is doing well in Australia in her university studies)should give the Chinese medium schools the due support as it seems to have a role in national integration.

    3) if you argue hard enough, you might get a refund from bribes solicited. In this case, 10/210, almost 5% discount.

I hope that the ministry do not send China Press another show cause letter for publishing the story and picture of this poor lady.

Last, Teresa, well done! Another incident where political point scorer can confirm that you are on a personal mission to destry the entire PDRM, something that Chin Peng and his mates could not do for decades and with considerable more fire power….

On a serious note, lest we forget the outcome of the previous 4 Chinese women case is still unknowned or covered up, I don’t think the public will ever know the truth about this case as well. Again, thumbs up for dear Teresa who fights fairly for those treated unfairly.

Again, there is no, absolutely no, sense of racism or clash of religion in the case. A simple police flaunting procedures and human rights again.

  6. Dear Firehawk,

What a pity. If you could read Chinese, you will find a lot of fairness and rational thinking in certain chinese dailies….be it from the editor or the contributing columnist.

I respect a lot of columnists there as whatever they write, I cannot sense any racism, religious zealots or biasness.

After I read Chinese papers, I don’t hate Malays but after I read Malay papers, I hate Chinese (but after a cup of nice tea, I am back to myself)

A lot of the arguments in those Chinese Papers have more intelligence and far-sightness compared to the crap coming out from the parliment.

  7. and it happens yet again. of the many times this happens in our dear country, only one or two people have the guts to come out with it in public. most don’t either because of embarassment or because of fear of the police.

i respect ms kok for once again exposing something like this when we all know what happened the last time she did this. the fact of the matter is that she is also in danger as you never know when they will use the ISA against her.

however, the bravest person here has to be the victim, who after going through so much trauma, and at her age, still managed to follow through with this. whatever her reasons for making it public, be it personal or for purposes of prevention, she is still doing us a great service.

and to think, someone i know just met the deputy igp who claimed that that the police force from top to bottom is not corrupted…

  8. I posted an earlier, longer post before “5. Dear Firehawk”...where did it go?

  9. If you read today’s (4 April) New Straits Times, my fav Bakri gave his officer a good old toungue lashing for being inefficient, focusing on delays in Sudden Death Reports etc….

Initially, I thought, wah, so good, the big chief finally dare to point out the obvious and want to improve…

Then as a matter of timing, why talk about aomething like this yesterday, immediately after this woman’s case come up? And in his speech, no matter how firm it was dealing with his officiers, the NST report never mentioned him commenting about human rights and the need to follow proper procedures when detaining people for questioning or taking bribe? (maybe I am too dumb to read between lines)

Perhaps this rant and rave is to convey the message,”look, no need IPCMC. I can discipline my people myself”

Let’s see if my police force can improve significantly after 1 talking session. Wanna bet? Any takers?
