Yet another police drama

Seputeh is a big urban constituency, and it’s always an uphill battle trying to solve the 1,001 problems with limited fund and resources. I am just glad I have a dedicated core team that helps keep me sane. Many of the problems are council-related and it’s about time local government elections are re-introduced.
As usual I am bogged down by work. I have been busy meeting people to raise some fund for the party and my service centre, busy discussing plans for the party’s 40th anniversary, busy handling complaints etc. Because of this, the blog had to take a backseat. But hey, I’m blogging now.
Two complaints related to the police came to me in the past 48 hours. One was from Soon Ka Shon. You’d probably have read about it in Malaysiakini and Chinese papers The other was about a mother who is trying to save her 20-year-old son from being put in Simpang Renggang detention camp.
I am now extra careful when taking up cases that involve complaint against police. On the Soon’s case, I initially didn’t intend to make it public as I’ve asked my assistant to follow-up the case with the police. Soon was very persistent. He went to the DAP HQ to lodge a similar complain and I bumped into him there. I then decided to take him to see the OCPD of Puchong to see what the police got to say.
Before he came to seek help from me, he tried to seek the help of Michael Chong of the MCA. As expected, Michael Chong ignored him because he does not like to take up cases involving police indiscipline and so on and so forth. Because of this snub, Soon turned to the DAP.
The OCPD of IPD Subang Jaya Fuad is a nice guy. He met me together with the Deputy OCPD, the investigation officer of Soon’s case etc on Thursday morning with short notice. Soon was very frustrated with the break-in by police and he repeated his story for almost one hour.
They sympathised with him and the police in IPD Subang Jaya are investigating his complaint and the whole operation carried out by D4 unit of Police HQ of KL. During the police operation they arrested four suspects that night and one of them told the police that one of their gang members was staying in Soon’s house. The OCPD has suggested the Chief Inspector of IPK KL pay compensation for the pain he suffered. Soon was, however, unsure how much he should ask for.
Soon said he cannot sleep well since the incident.
He’s also unable to work as his right hand was badly injured by the glass. He is very depressed and distressed the police fired a shot into his house. His neighbours, he said, now look at him one kind as they think he is a criminal.
After meeting with the police yesterday, I told Soon that I can only help to clear his name by calling a press conference for him and let him tell his story. He was very pleased with my suggestion and that’s why a press conference was called.
Well, I just let you have a look at his police report below. I understand that the police from IPK KL were doing a great job, but maybe they just need to be tactful in handling the matter and need to learn to be more caring after realising they have made a mistake. The best way is an apology and some compensation for the loss incurred

Pada 19/01/06 jam lebih kurang 0530hrs, semasa saya sedang tidur di dalam bilik di rumah saya, tiba-tiba saya dikejutkan oleh seorang lelalki. Saya terus terjaga dan lihat sekurang-kurangnya 5 orang lelak di dalam bilik saya. Selepas itu, kesemua mereka menunjukkan pistol. Saya berasa takut dan terkejut dan ternampak pintu depan rumah saya telah pecah. Saya ingat mereka ingin merompak saya. Saya terus menjerit dan memecahkan cermin tingkap bilik tetamu.
Selepas itu, saya terus lari keluar dari rumah mintak tolong dengan jiran tetapi jiran tidak keluar. Selepas itu, salah seorang dari mereka melepaskan tembakkan di lantai. Saya terus tersedar yang pistol itu bukan pistol palsu dan saya terus diam. Selepas itu, salah seorang dari mereka telah tending saya di bahagian kaki dan menumbuk muka saya. Selepas itu, saya telah digari datang 1 orang Polis berpakaian uniform dan saya terlihat kereta peronda Polis di bawah rumah saya.
Selepas itu, baru saya sedar yang kesemua mereka Polis dan bukan perombak. Selepas itu, mereka membawa saya turun ke bawah dan pergi ke kereta peronda Polis. Mereka membuka gari saya dan memberitahu saya yang mereka tersalah tangkap orang. Selepas Itu, 2 orang anggota Polis membawa saya menaiki kereta peronda polis untuk ke klinik, bagi menerima rawatan di Bndar Puteri. Selepas berjumpa doctor beliau hanya membalut luka saya sahaja dan menyuruh saya pergi ke hospital. Saya menyuruh anggota polis hantar saya ke hospital, tetapi mereka tidak mahu hantar dan tinggalkan saya di klinik tersebut. Selepas itu, saya terus pulang kerumah. Semasa saya dsmpsin dirumah dan buat pemeriksaan saya , dapati jam tangan saya telah hilang. Selepas itu, saya terus datang balai buat laporan kerana tidak puas hati. Sekian , laporan saya.

Police bungle gives electrician a shock
Electrical technician Soon Ka Shon had a shock of his life when six men barged into his home and handcuffed him. Only to learn later that he had been arrested by mistake.
His ordeal started at 6 am on Jan 19 when he was rudely awakened by a man who poked him with a pistol while he was in his apartment at Bandar Puteri, Puchong.
“I thought the six men were robbers so I broke the window panes to use the pieces to protect myself while I screamed to my neighbours for help,” he told a press conference organised by Seputeh MP Teresa Kok.
One of the men fired his pistol towards the floor, snapping Soon out of his hysteria. He was later cuffed and allegedly assaulted.
“It was like a nightmare. I wasn’t sure what was going on. When a uniformed policeman eventually came into my apartment, I actually told him that the six men were robbers,” he said.
Left at clinic
Later, Soon was led to a patrol car where a police officer uncuffed him and said that the police had arrested him by mistake. At this point, his arms were bleeding profusely from the glass cuts.
At a nearby clinic where he was treated, he claimed that police officers reluctantly payed for his medical expenses but refused to take him to the hospital as advised by the doctor.
“How could they just leave me like that? I had nothing on me. No money, not even my cellular phone,” he said.
Soon is irked by the conduct of the police that night and is seeking an apology and compensation for loss of income and medical expenses. Due to the deep cuts on his right arm, doctors have advised him not to do heavy work for a month.
He added that his watch worth RM230 was missing following the incident. He had lodged a police report on the incident at the Bukit Puchong police station.
Raid by KL police
Yesterday, Kok and Soon held an hour long meeting with Subang district police chief Muhd Fuad Talib to discuss the matter.
They were informed that the raid on Soon’s apartment was part of the Kuala Lumpur police’s dragnet on a syndicate targeting luxury cars.
One of the four suspects arrested that night allegedly told police that the syndicate’s weapons were kept at Soon’s apartment.
“Why couldn’t they have at least verified their information first? I could have gotten seriously hurt during the incident,” said Soon today.
Contacted later, Fuad confirmed that the meeting took place. He added that his team was investigating the incident under Section 380 of the Penal Code for break-in and theft and under the Arms Act.
“We will see if there was any breach in police procedure, and also if there were any grounds for the discharge of firearms,” he said.
I got only one disgraceful question to asklah…. when police raid someone’s house based on hear-say or based on a criminal’s word and not evidence, the police no need warrant ah, esp when they just bulldoze the house?

Apparently (obviously) the Dzaiddin Commision’s report hasn’t been implemented yet. Strangely, many criminals tend to get away with it and innocent ones kena not only tangkap, but also kena belasah or better still tembak.
