One does not need to be a seasoned or sharp politician to spot the naked reality that little has changed in this country in spite of the PM’s constant chant of change. The charade of change can be easily seen by the naked eye.

Since the last general elections Pak Lah has been ‘squatting” rather contentedly on his laurels. On several occasions he has been caught exposing his glaring political impotence when decisive and daring action was demanded.

With each passing day, the veneer of a government supposedly different from the last is slowly stripped away. Even the blind can see the facade. The Squatgate scandal reveals in dramatic fashion the naked truth that its time for Pak Lah to stop talking and start baring his teeth. (more…)

I’m accused of encouraging voyeurism

The parliamentarian who shook the nation when she exposed a video of alleged police abuse is under fire for her efforts again. This time she is accused of encouraging voyeurism.

Umno Kemaman MP Ahmad Shabery Cheek ticked off Seputeh MP Teresa Kok for revealing in Parliament the controversial video clip of a naked women forced to perform squats in the nude by the police.

The 71-second video footage was taken through a grilled window of a police locker room allegedly by a cop using a mobile phone. (more…)

Squatgate fallout: why sue me?

I’m sorry for the lack of updates to my blog. You see, I am in China on holiday. I’ve been here since Christmas and will be back to defend the fort next week.

If I thought I could have a good break, I was wrong. One day after my arrival, I was informed about Ahmad Shabery potshot.

Just a few hours ago I was told Sin Chew reported Radzi said the Squatgate victim could sue me if she wanted.

Why sue me? Give me a break. I am broke from all the shopping.

KEMAMAN 25 Dis. – Ketua Penerangan UMNO Terengganu, Ahmad Shabery Cheek berkata, Ahli Parlimen Seputeh, Teresa Kok perlu bertanggungjawab sepenuhnya terhadap aib besar yang terpaksa ditanggung oleh wanita yang gambar bogelnya ketika ketuk-ketampi dirakam dalam lokap polis apabila ia kini menjadi tontonan umum.

Menurutnya, walau apapun motif ahli Parlimen DAP itu, pendedahan rakaman aksi yang memalukan wanita itu di Parlimen sehingga ia mendapat liputan meluas media tempatan dan antarabangsa, tidak wajar dilakukan.

上议员违背良心说YES

在国内数个主要的妇女团体和上议院16名女议员在的一片反对声中,上议院于本月22日“受指示”通过2005回教家庭法案。

在法案通过之前,16名女上议员原本欲针对2005回教家庭法案召开记者会,表达她们对有关法案的不满,但是她们在首相暑部长纳兹里的阻止下,而取消有关记者会。这位国会人权与良好施政核心委员会的主席纳兹里,在记者会上态度强硬的向16名女上议员公开传话说:“我是「指示」,而不是「劝告」上议员必须通过该法案。她们可以在上议院表达她们对有关法案的不满,但是她们必须让它通过,因为这是内阁的决定。“

在纳兹里所代表的内阁的「指示」下,上议院于是在女上议员的不满声中通过了2005年回教家庭法案。

2005年回教家庭法案到底有何不妥呢?且看以下条文:
23(9)(b)条文允许将要纳妾的回教徒男性占有他元配妻子的财产,他也可申请把他们结婚时共同拥有的屋子售卖和平分售卖所得。换句话说,回教徒男性纳妾还可霸占元配的财产,或将他们共有的屋子变卖,这对元配是非常不公平的。

法案的23(3) 和23(4)(a)条文让男性更容易纳妾,因为有关条文把原有法令里规定男性须在“公平和需要”(adil dan perlu) 的情况下纳妾,改为“公平或需要”(adil atau perlu) 时纳妾。换句话说,只要回教徒男性感到有需要,他们便可纳妾。

报载女上议员达央。马哈妮在上议院辩论该法案时含着眼泪情绪激动的致词说,她是在违背良心的情况下投票支持该法案,她针对该法案的通过而特别向她女儿和全体妇女致谦,她也对下议院没仔细审核该法案而让它通过感到遗憾。

事实上,下议院的国会议员在取得该法案数天内便开始辩论该法案。当时「伊斯兰姐妹」还计划到国会来向朝野议员解释该法案所将带来的影响,但是她们还没来得及行动,下议院便开始辩论了。

记得在下议院辩论法案时,大部分的辩论都围绕在“多妻制“上,行动党的女议员反对多妻制,笔者也提出了该法案对回教徒妇女所带来的重大影响;而巫统的男议员则忙着大耍花枪,调笑咱们应该先尝结婚的滋味后,才谈多妻制的问题。在下议院的国阵后座女议员当中,只有暗邦区的女议员萝翟达对”多妻制“发表相当”温和“的演说,其他国阵的女议员都默不作声。

由于下议院匆忙的通过2005年回教家庭法案发,因此由6个妇女团体组成的性别平等联合行动组织(JAGGE) 便把上议院看成是阻止这条法案通过,以让有关方面再作检讨的最后防线。但是,令人遗憾的是,这最后防线也因着纳兹里的强硬「指示」下崩溃了。
虽然上议院在纳兹里的「指示」下通过2005年回教家庭法案,虽然16名女上议员私底下的反对声没获得内阁和上议院的认同,但是笔者对这法案获得媒体大肆报导,同时因着女上议员的反对,妇女、家庭与社区发展部长莎丽扎也针对这法案发表措词强烈的声明。莎丽扎说在这法案通过后,政府将修改法案里所有违反回教法律精神的条文。同时她也准备到每一州去会见统治者解释这问题,并强调改变回教法庭法官的思维的重要性。
我想,2005年回教家庭法案之所以得以提呈到国会辩论通过的最主要原因是,宗教师是男性,草拟法律者是男性,回教法庭里的法官大部分是男性、首相暑部长纳兹里是男人,国会里90%的议员是男的。。。。。。。。所以,反对这法案、关心这条法案对妇女与家庭带来重大影响的是上下议院的女议员,而唯一声援这些女上议员的,也只有女部长莎丽扎。
要纠正压制女性的法律,看来也只有纠正国家政治决策层的男女比例,增加具有性别敏感的女代议士,才会有所改变吧!

Senators Should Be Allowed to Vote According to Conscience

I feel a bit disturbed to read about the response of Nazri towards 16 women senators who want to oppose to the Islamic Family Law (FT)(Amendment) Bill 2005, where he said he has directed the women senators to pass the bill in the senate, which means they cannot use the Senate to force the bill to be retracted.

I have issued a statement today on this matter to urge the government to allow senators to vote on the bill according to their conscience. (more…)

Parliamentary Roundtable on Squatgate Scandal

The parliamentary opposition leader will be convening a Parliamentary Roundtable on Police Squatgate Scandal on police respect for the dignity and human rights of detainees in custody, which can serve as reference to the Dzaiddin Commission of Inquiry in preparing its report after its four days of public hearing.

It is open to all political parties, human rights organizations (including Suhakam), women organizations, NGOs and Malaysians concerned about police abuses and human rights violations of detainees in custody.

In view of the shortness of time, this announcement will serve as an open invitation to all to the Parliamentary Roundtable.

UMNO MPs Should Emulate Shahrizat

I am quite shock to read about the remarks made by UMNO politicians against me on the Squatgate Scandal today in Utusan Malaysia and Berita Harian. Well, this is not totally unexpected, below is my rebutal:

I am very disappointed with the statements by Senator Datuk Syed Alhabshee and other UMNO politicians in Utusan Malaysia and Berita Harian criticising me for making public the existence of the MMS clips of a naked woman doing ear squats in a police lock-up. I am being blamed for misleading Parliament and the governments of Malaysia and China, which resulted in Azmi Khalid having to go to China to mend strained ties between the two countries. Utusan chasing race angle in Squatgate

When Parliament adjourned last Thursday, I thought I could have a break and relax a bit. Fat Hopes!

It wasn’t possible because the Independent Commission on the nude squat and other related issues started its hearing on Monday, 12th December and will go on until 23rd December. Thank God that the hearing stops just before Christmas.

So last Friday, I prepared the four Chinese tourists for the commission hearing which started this week. Every morning, a DAP Supeteh member, Ricky, and I will pick them up and take them for breakfast before taking them to High Court building to attend the hearing of the commission. The were reluctant as the press keep hounding them non-stop. (more…)

” I’m not a police basher”

The case of four Chinese nationals who claimed they were ill-treated by the police, followed by a video-clip of a naked woman asked to perform ear-squats in front of a policewoman in a police station propelled DAP publicity secretary Teresa Kok, 41, into the limelight. It has brought her more publicity than she could ever bargain for from her quiet work with her constituency.

The two-term Seputeh MP told HUSNA YUSOP she did not expect to create such an impact, taking pains to stress that she is not a police basher; just a person who fights for human rights, whoever it may be.

theSun: How have the past two weeks been since you showed the ear-squat video clip to MPs in Parliament on Nov 25? Has it affected your life?

I have become very, very busy. I never expected this to turn into an international issue that even had some impact on China-Malaysia relations. When I helped the women, I thought it was just one of the issues involving lock-ups. I was just trying to help them. I did not know them beforehand. So it was a bit unexpected. (more…)

变色龙议员

本期国会辩论国安部的财政预算案时,下议院首次出现在同一个部门里,两个议员提出两个减薪10元动议。首个来自国会反对党领袖林吉祥,另一个来自本人。林吉祥的动议,是针对副国安部长诺奥马上个星期叫不满警方处事方式的外国人滚出大马的荒谬言论,而笔者的动议则针对系列警方滥权和处事不当而削减警察总长象征性10元的薪金。

12月5日当天,为了要如期赶完财政预算案的所有议程,议长宣布下议院当天将开会至半夜12时正。轮到国安部的财政预算案的辩论时,已经是晚上10时30分了。于是,从那时开始,朝野议员针便对林吉祥和笔者的动议吵至半夜12时才结束。

次日当下议院再继续辩论国安部的辩论时,许多巫统的议员纷纷开始反击行动党和笔者本人。他们指行动党炒作中国女郎和手机录影像里的女郎在女警前的裸蹲的事件,打击警方的士气和破坏马中关系,某些议员的言论中也包含了浓厚的种族情绪,使行动党的议员也被逼作出强烈的反击。

看着这些巫统议员的言论,令我回想起10天前,当我在国会把女郎在女警前裸蹲的光碟显示给部长和许多国阵后座议员看时,他们的态度与现在的差别可真大。记得当时在国会议员的休息室里,他们有者连看数遍,每个进来休息室的议员都被他们叫来看该录像,他们边看边骂,边看边叹惜。当时有位巫统的议员提议在下议院针对此事提呈紧急动议,另一位则提议在下议院辩论国安部财政预算案时,向议长要求播放该录影片断给全体议员观看后,才正式辩论。

他们10天以前的反应和今天的反应,真如天地之别。10天前,这扣留所的录影片断还未被媒体大肆报道,也未被中国政府的进一步施压,所以这些议员对国内警察局里如此对待嫌犯的惊讶,是出自于内心非常自然的反应。但是10天以后,当中国再三的针对4位投诉遭到警方无理对待的中国女郎作出反应,再加上巫统的部长要到中国去解释本国状况,以吸引中国游客来马观光时,他们或许感到尊严受损,因此在下议院里发表了与10天前完全不同的言论。

如果我们执政党的议员和政治人物对国内系关人权事件的问题与立场,可以在短短10天内来个180度的转变的话,这就解释了为何国内仍然出现许多人权问题,而国内警界的贪污与滥权,依然毫无改善,因为我们的人民代议士对这些问题毫不关心。

从中国女郎被无理拘留的投诉到手机的录影事件中,除了首相的处理方式可嘉可许之外,首相暑部长纳兹里在这两宗事件里始终如一的立场,也令我好不赞赏。纳兹里不久前对媒体说,我展示女郎裸蹲影像的做法,是执行人民代议士的任务,因此不应该被提控(拥有色情光碟)。首相阿都拉和纳兹里的做法和立场,正展现了政治家应有的处事手腕。

如果我们的人民代议士经常在系关人民权益的课题上,像经常随着周围情况而转变肤色的变色龙那样的话,那么我们将如何带来政治改革呢?

Asean MPs Pushing For Myanmar To Be On KL Summit Agenda

KUALA LUMPUR, Dec 8 (Bernama)—Asean lawmakers are working hard to get the “Myanmar situation” on the agenda of the 11th Asean Summit here next week.

At the very least, they want the issue to be on the informal agenda when leaders of the 10-member regional grouping gather at the Kuala Lumpur Convention Centre from Dec 12 to 14. (more…)

Barisan’s chameleon MPs

Some people like to describe politicians as people who cannot be trusted as they change according to circumstances. I think it’s very true sometimes. It is particularly true of BN MPs in the Squatgate scandal.

I remember clearly that when I first showed the visual clips on my computer to the BN MPs and ministers like Nazri and Azmi Khalid during lunch break at the MPs’ lounge, both Nazri and Azmi Khalid, the in the presence of the media, immediately, consciously, strongly criticised the manner the police meted out punishment as shown in the clip. The BN reps were quite appalled by what they saw. They viewed it again and again. After watching, they shoke their heads, they expressed shock and regret, and they reprimanded the police for the abuses that were happening in the police lock-ups. They even invited every MP who walked into the lounge to have a look at the visual clip. (more…)

Life has been sooooo busy in the last few days. I spent last Friday and Saturday attending the international conference on Good Governance, Democracy and ASEAN organised by ASEAN Inter-Parliamentary Myanmar Caucus (AIPMC) at the Prince Hotel in Kuala Lumpur. I am the secretary of the ASEAN Inter-Parliamentary Myanmar Caucus and we have worked very hard to make sure that international conference can be succeeded.

After the conference, I dragged my tired, fast-aging body to attend another series of meetings on Saturday and Sunday. (more…)

Datuk Pengerusi, saya berdiri di bawah Peraturan Mesyuarat 66(9) untuk membentangkan usul mengikut Maksud Bekalan B. 62 – Kod 10000 Emolumen di bawah Butiran 020000 Polis Diraja Malaysia, iaitu dengan memotong gaji Ketua Polis Negara sebanyak RM10.

Datuk Pengerusi, pertama sekali, saya ingin menegaskan di sini bahawa usul saya terhadap Ketua Polis Negara bukannya “police bashing”, usul ini tidak bermaksud saya tidak menghormati sumbangan daripada pasukan polis terhadap rakyat dan negara, usul ini juga tidak mengandungi apa-apa tujuan peribadi terhadap Ketua Polis Negara, tetapi usul ini dibentangkan kerana siri kes salah-laku dan korupsi yang berlaku di kalangan pegawai polis yang menunjukkan imej dan kelakuan polis telah semakin merosot, yang mana bermaksud usaha Ketua Polis Negara untuk membaharui PDRM telahpun gagal. On October 4th, 2005, Tuesday, at about 12.30 mid night, I was driving my car. My friend Ghasem Pourmanaf was sitting next to me in the car. When I was driving along Jalan Raja Laut near to Kentucky Fried Chicken Restaurant, I was stopped by a police car. There were two police officers inside the police car.
