Noh Omar’s Statement Has Become World News in BBC


Internal Security Ministry has ordered all press not to publish Noh Omar’s blunder yesterday evening. Most local Chinese dailies put his statement as front page headlines.

Well, no matter how the ministry has tried to cover-up, this is a global world, his shocking statement has become a world news now. Look at this:-))

Malaysian minister defends police
The Malaysian minister in charge of the police has said that foreigners who do not like the way his officers behave should leave the country.

Noh Omar’s remarks come just days after a video emerged of an ethnic Chinese woman being forced to perform naked squats in a Malaysian police station.

China has protested about the alleged treatment of its citizens.

Far from containing this crisis some politicians and police officers seem determined to make it worse.

First Malaysia’s deputy police chief said it was standard procedure for suspects to be forced to strip and squat repeatedly while holding their ears.

Now the minister in day-to-day charge of the police has hit out at complainants from overseas.

“If foreigners think that Malaysia police are brutal, please go back to their own countries and not to stay here,” Noh Omar told reporters in parliament.

On Monday he told lawmakers that he believed police had followed the rules, seemingly putting him at odds with Prime Minister Abdullah Badawi, who had announced a full independent inquiry.

The video prompted widespread outrage in Malaysia and the government has distanced itself from Mr Noh’s remarks.

But this is becoming increasingly difficult for Mr Abdullah who is sometimes characterised as too nice for the job.

Calls for the deputy police chief and now the deputy internal security minister to be sacked have so far gone unheeded.

On Tuesday the Chinese government stepped in and asked for abusive police officers to be punished, and for its citizens in Malaysia to be properly protected.

Several Chinese women have complained of being humiliated and robbed by Malaysian police officers, and the video footage has lent weight to their stories.

Another marathon day in parliament

I manage to deliver a speech (see below) on the Ministry of Housing and Local Government, where the minister himself, Ong Ka Ting, came to answer and wound up the ministry’s debate. I hurriedly prepared my speech with the generous help of a friend who was well verse in housing issue.

I have been busy with the police cases and my mind needed a rest. The pressure is unreal when at times reporters call non-stop. I did not interrupt Ong Ka Ting during his reply as I know it was going to be a long, boring day in the dewan which was ro sit from 11am till 10.30pm . :-( (more…)

Noh Omar Puts Foot Into His Mouth

Yesterday, the Deputy Internal Security Minister Noh Omar again put his foot into his mouth.

When he was surrounded by journalists after the Speaker rejected my emergency motion on the abuses by police, Noh Omar expressed disappointment then went on and said foreigners who are not happy with Malaysia can leave this country.

Many journalists were angry with Noh Omar’s reply and they asked us to comment. This type of arrogance reflects not only his Kampong Boy mentality, but also has further tarnished the country’s image. He seemed have no sense on international diplomacy and has totally gone against the stand taken by PM on the strip-n-rob issue, and also the Squatgate scandal. (more…)

I’ll seek to cut IGP’s salary

My emergency motion according to the Standing Order of 18(1) was rejected by the speaker Tan Sri Ramli Ngah on the ground that the issue is no more urgent as the PM has set up an independent body to investigate the complaint of the four Chinese nationals over their detention in the police lock-up.

I don’t agree with his view as I think that we MPs should be independent from the decision of the Executive. (more…)

Reformasi kaki abused during remand

We held another press conference on police abuse scandal this morning.

Reformasi activisit Nora, a Muslim woman, was asked to strip in front of police woman and squat ten times at the women’s police lock-up at Kapar Police Station.

She was arrested by police on 4 November 2000 while looking for a place to set up her stall to hawk food to those attending a Keadilan-organisd event.. Not long after she arrived, she saw Klang Municipal Council officers arrive with FRU, police and General Operations Force Officers in tow.

She and others who were arrested were brought to the Kapar Police Station. Nora was released on November 10 and no charges without charges being laid.

Nora has complaint to that joke named Suhakam but nothing came out after the report. This is another incident which proves cops do not discriminate as they abuse and bullly citizens and tourists from every community (more…)

Azmi Khalid has to put his house in order now:-)

Today I went to the police station to make a witness statement. I was asked to make statement under section 112 of Criminal Procedure Code. Apparently, there has been a police report lodged on the MMS video clip and an investigation has begun and as such I am called to make a witness statement.

I have asked the police turned-lawyer Sankara Nair to represent me as my legal counsel and he accompanied me to the Petaling Jaya police. It just took about 30 minutes for the police to record my statement. The police just wanted to know how I got the MMS clip and I just repeated the story that I had told the media before.

After that I held a press conference together with Ronnie Liu, the former International Secretary of DAP and also Sankara Nair. I commented on the statement made by Musa Hassan that the police’s investigation will focus on the person who took the MMS visual (the whistle blower) and not the policewoman who made the naked lady to do ear- squats. I said this is another incident where the police go after the whistle blower and not the culprits who ordered the naked woman to do ear-squat. I said most people who had watched the visual will think that the policewoman is disgusting. (more…)

I Must Be Careful, I Think…

It has been an exhausting day for me yesterday. Woke up rather late yesterday feeling fatigued.

I held a press conference together with Kit Siang at Parliament house after attending the open house hosted by Speakers of dewan rakyat and negara yesterday morning. Speaker of Dewan Rakyat Tan Sri Ramli Ngah and his wife greeted us. She recognised me and said the MMS clip of the lock-up girl is horrible and unbelievable. Ramli Ngah said the same thing too. I then urged Ramli Ngah to approve my request for the debate of emergency motion under 18(1) of the standing orders. Ramli Ngah quickly smiled and said this is a different issue. He dared not make any commitment.

While I was mingling around with other VIPs, Speaker of Senate Tan Sri Pawanteh saw me and immediately commented on the visual of the lock-up girl which appeared on TV. He said before he watched the TV news, he was reading books about emotion and feelings before sleep, after watching the MMS clips shown on TV news, he errupted in anger and disgust, he then understood what he read in the book. 警察局春光乍洩

繼數位中國女郎被警方無理拘留數天的案件被媒體大肆報導後,有關的案件還未了結,坊間手機上流傳好些時日的女郎在女警面前拉蹲的錄影畫面(MMS),又獲得媒體的垂注,而成為轟動新聞。

在中國女郎被警方無理拘留的事件公佈後,我便接獲公眾的電話,告知我有關手機錄影畫面。這錄影畫面,恰好證實較早前該數名勇敢投報的中國女郎對警方的指控,即女警官勒令她們脫得一絲不掛的拉蹲。此外,更加強該錄影畫面真實性的是,該畫面傳出回教堂的祈禱聲。裸體女郎的背著鏡頭,在戴著回教徒頭巾的女警前拉蹲,再加上旁邊傳來的陣陣祈禱聲,好不諷刺。

報載八打靈副警區主任向媒體承認鏡頭裏的有關女警是該警局裏的官員,而八打靈警區主任則表示他很煩,而拒絕評論,心裏覺得好可笑。記得之前當該數名中國女郎在開齋節期間被無理囚禁時,我曾親身到警察局區瞭解情況。我曾向該警察局辦公的警員要警區主任的手機號碼,但是他們都拒絕給我,說警區主任正度假。直到中國女郎無理被囚禁的案件被媒體大肆報導後,當我致電警局時要聯絡警區主任時,那些員警便馬上給我他的手機號碼了。

事實上,所有看過該70秒鐘錄影畫面的人,都對警察局裏的做法感到驚訝和氣憤。當我把該警局的錄影畫面播放給國陣後座議員看時,他們無不感到憤怒的。一個巫統的議員建議國會針對此事進行緊急動議辯論,另一個則建議在我們下星期辯論國安部財政預算案辯論時,把有關的影帶通過國會的閉路電視播放給全體議員觀看,讓議員們親眼看到警察局裏的濫權行為。

繼中國和國內媒體針對數位中國女郎的投訴大肆報導後,政府又放出系列資料指國內有5萬名中國遊客失蹤,而警方則在大城小鎮的風月場所進行掃蕩,大肆逮捕“小龍女“,令人覺得警方是在向干預此案的政治人物進行報復。政府的資料和警方的做法,實際上更加損害馬中關係,使遊客更加怯步。

欣聞國內事務部長阿茲米卡立欲在本月30日遠赴中國解釋事情的真相,以吸引中國遊客旅馬。問題是,4名指警方無理囚禁她們的中國女郎在11月13日報案至今,警方尚未針對此案提出任何調查報告,也未懲罰任何警員,反而還派員三更半夜上門登訪她們,以調查她們是否和丈夫在一塊兒。只要警方一天沒公佈此案的調查結果,阿茲米卡立的中國行則肯定會很尷尬和敗興而歸,因為他將無法向中國政府和人民針對該案作出交代。

警方在處理中國女郎無理被囚禁的案件上,其實充滿了敗筆和不夠專業。許多警官事實上貪污濫權慣了,加上人權意識薄弱,政府若要整頓和改革整個員警部隊,實際上是說易行難。

在警方系列濫權個案發生後,警方的形象跌入穀底,目前甚至影響馬中關係。唯一的補救方法是採納皇家員警調查委員會的報告書裏的諸多建議,包括設立獨立的警方行為不當的投訴局,否則警方的濫權肯定將影響國陣政府的形象和支持率。 (25-11-05)

What did Deputy OCPD actually say?

Sin Chew reported today that the deputy OCPD of PJ police station admitted that the policewoman in the MMS clip is their officer, whereas the TV3 news last night (mid night) reported that the OCPD of PJ police station denied that the lady is their officer. Who is correct here?

I just glanced through the headline story of Chinese night papers. Deputy IGP Musa Hassan said that it is normal procedure for police officers to ask detainees to strip and do ear-squat. It is to check whether the detainees consist of any drugs or not.

I then called the former police officer-turned lawyer Sankara Nair for a legal opinion and he said there is no such provision in the Inspector General’s Standing Order (IGSO).

I can only assume the police are feeling very embarrass now and they are looking for excuses to justify an unlawful act.

It’s been such a busy day

Today is a very busy day for me. My mobile phone has been ringing non-stop since morning. I had to re-charge the battery twice in the afternoon.

Many journalists called and asked for the MMS visual but I was reluctant to give to them as I do not think it’s wise to court unnecessary trouble and give the authorities an excuse to take action against me. I’m not that blonde, you know? :-)

I was unable to answer many of the calls as I was rushing to write my request to the Speaker to ask for an emergency motion in Parliament next Monday. Many people are very happy to see the misconduct of police being exposed. (more…)

The MMS Story

Yesterday was an interesting day. Someone dropped a VCD in to my office which showed a naked woman (most likely is Chinese) doing ear-squat in a police lock-up in the presence of a policewoman.

The VCD proves the testimony of the four Chinese nationals who were put in police lock-up during the recent Hari Raya period.

I was aware of the existence of this VCD clip before when after the China women issue being blown up by press, I was told by a friend in Johor about this visuals that was being spread among users’ mobile phone via MMS. I was told the visual in the VCD was a copy of what was being transfered around between mobile phone isers.. (more…)

Investor’s accounts frozen

I made a speech during the debate of the allocation given to the Ministry of Science, Technology and Innovation yesterday.

Mr Lim Kit Siang was supposed to move a motion to cut RM10 from the salary of minister Jamaluddin Jarjis (JJ) because he failed to reply to Kit Siang letter, but then JJ, who just returned from overseas, immediately appeared at the Parliament house together with many ministry officers the evening before and asked Kit not to do so. Kit withdrew his motion after he managed to whack JJ and his ministry (pls refer to Kit’s blog).

Initially I didn’t intend to speak on this ministry, so I spent a lot of time attending to other things in Parliament.

While I was busy doing my things, I was also paying attention to what’s going on in the chamber. I suddenly remembered a case which I had spoken before in the house, i.e. the InvenQjaya case. InvenQjaya factory is in Cyberjaya. Sadeg, the InvenQjaya’s CEO was invited by the former PM, Dr Mahathir Mohamed to come to set up his firm in Malaysia. There was an agreement signed between the Ministry of Finance and him, where the ministry provided him soft loan and his firm came out with various inventions. But when Dr Mahathir stepped down, he then faced difficulties with certain politicians in the government. The police then acted on the police report lodged by his disgruntled staff, froze his assets and his bank account under the Money Laundering Act.

Eleven months later, there isn’t any outcome from the police investigation, and the police didn’t even take a statement from Sadeg.

It is very unfair for an inventor and investor to be treated in such a manner. This case has been reported in both domestic and foreign media and is also known in the investors’ circle. The country will certainly fail to attract investors if the government don’t handle this case well.

When the deputy minister Kong Chor Ha replied me, he just gave me one sentence, saying this issue is not under his ministry as the Ministry of Finance handles such issues, and, so, sorry lah, he cannot answer me. It is funny that the deputy minister of the Ministry of Science, Technology and Innovation cannot give a reply concerning InvenQjaya. He should have at least show some interest on this case and give the Dewan Rakyat a reason why the government ordered the police to take action against the inventor and investor.

Ucapan YB Teresa Kok, Ahli Parlimen Kawasan Seputeh Pada 23 November 2005 Dalam Perbahasan Peringkat Jawatankuasa Kementerian Sains, Teknologi dan Inovasi

Saya ingin tanya pihak Kementerian untuk memberitahu dewan yang mulia ini tentang kes seorang usahawan dan pereka/inventor dari Amerika Syarikat luar negeri yang syarikatnya menghadapi pelbagai masalah dan halangan di Malaysia.

Kes ini ialah berkenaan dengan Sadeg, seorang rakyat Amerika Syarikat dijemput oleh bekas PM Dr Mahathir untuk menubuhkan syarikatnya InvenQJaya di Cyberjaya. Perjanjian telahpun ditandatangani di antara Kementerian Kewangan dengan beliau di mana Kementerian Kewangan memberi “soft loan” kepada beliau dan syarikatnya akan mengeluarkan pelbagai rekaan dan ciptaan kepada negara kita.

Masalah timbul apabila Dr Mahathir bersara, kononnya terdapat tokoh politik yang menerajui kementerian tertentu, termasuk Kementerian Sains, Teknologi dan Inovasi mula menyusahkan beliau. Sadeg mendakwa pihak kerajaan meggunakan seorang staf syarikatnya yang kurang puashati dengan beliau untuk membuat laporan polis terhadap beliau. Polis kemudian membuat serbuan terhadap syarikatnya InvenQJaya dan membekukan semua aset dan operasi syarikatnya dengan menggunakan Anti Money Laundering Act.

Apa yang saya tidak puashati ialah, polis telahpun menjalankan siasatan selama 11 bulan, tetapi pihak polis dan pihak kementerian masih gagal memberi satu alasan yang munasabah tentang hasil siasatan dan juga memberi penjelasan tentang sebab-musebab pembekuan syarikatnya, apa yang aneh ialah, pihak polis masih belum mengambil kenyataan daripadanya dan belum lagi mendakwa beliau ke mahkamah sejak syarikatnya dibekukan. Sekiranya ini ialah cara Kementerian melayan pereka dan usahawan asing seperti Sadeg, maka kita tentu akan menghalang lebih ramai pereka ataupun “inventor” daripada berusaha dalam bidang Sains dan Inovasi di Malaysia. Selain itu, kerajaan juga secara tidak langsung menakutkan pelabur asing daripada datang ke Malaysia kerana perkara ini telahpun luas disiarkan di media tempatan dan media asing. Ini juga bermaksud kes penindasan terhadap pereka dan pelabur asing ini oleh pihak kementerian juga telah luas diketahui oleh komuniti pelabur asing.

Saya ingin minta pihak kementerian memberi satu jawapan di dewan yang mulia ini, iaitu apakah kesalahan sebenar pengarah kepada syarikat InvenQjaya ini? Kenapakah kerajaan membekukan aset dan syarikatnya melalui Anti Money Laundering Act dan bilakah pihak kementerian akan memulihkan semula operasi syarikat ini?

Sehubungan dengan itu, apakah rancangan kerajaan untuk menarik lebih pelabur asing dan pereka asing untuk menceburi dalam bidang Sains dan Innovasi sebagai langkah untuk menaikkan taraf perekaan Sains dan Innovasi di Malaysia?

Selain itu, saya juga ingin tanya apakah insentif akan diberi oleh kementerian untuk menggalakkan lebih pemuda untuk menyertai bidang sains dan innovasi?

Chinese victims living in fear

Many papers, especially Chinese dailies in Malaysia have highlighted the press conference of the Human Rights Caucus in Parliament on Wednesday.

Nazri was very happy with the coverage.

Then, again, I received calls from the media in China on the harassment of police.

Local press asked whether I will bring the girls to lodge another police report as the CPO of Selangor asked them to do so as reported in Sin Chew Jit Poh. The girls are so worried and scared now. They are under so much pressures till they are thinking to leave this country or shift to somewhere else to avoid the police. (more…)

Morning raid on Chinese nationals’ homes

The police has retaliated against the four women from China who lodged reports against the wrong-doings and corruption of police by conducting spot-checks on their private lives. Early this morning, about 7-8 uniformed policemen went to houses of the four Chinese nationals.

According to Yu Xuzhen, the first of the four to lodged complaints to police HQ and ACA, police pressed the bell of her house at about 2am while she was asleep.

When she refused to come out of the house, the police shouted her name outside the door and woke up the neighbours in her condo. (more…)

KL-Putrajaya Highway Being Raised in Parliament Again

Today, I have delivered a speech on Ministry of Works on the issue of KL Putrajaya Highway, DUKE and the problems faced by Kg Taiyu squatters. Samy Vellu has been absent from Parliament sitting for days since the Deeparaya break. So I presume there will not be much fire works when the Deputy Minsiter Mohd Zin reply tomorrow. Parliament sitting has been extended till 8.30pm tonight.

Each MP was given 10 minutes to speak now. Below is my speech:

Detained women get caucus backing

The big coverage of the mistreatment of the Chinse nationals by police attracted the attention of Dato’ Seri Nazri, minister in PM’s department, who suggested I bring them to Parliament as he wanted to meet them in his capacity as Chairman of Human Rights Caucus of Malaysian Parliament.

After Nazri read their joint police report, he then met the press together with me, Lim Kit Siang, Fong Po Kuan and Chong Eng. He condemned the action of police and he described this as shameful for Malaysia. He, wearing his chairman of Human Rights Caucus hat, also apologised to the women for what they have gone through.

He also criticised the way immigration officers handled the female tourists from China who came to Malaysia, especially those who are below 35 years old. He said the cabinet has discussed the attitude of the immigration officers towards Chinese nationals and accepted this was one of the reasons why tourists from China preferred other destinations rather then come to Malaysia.
